nary strides to inform SMP firms
o fb id opportunities. A dditionally,

ings with SMP participants to alert
them o f forthcom ing bid opportu­
nities.

O nce a project is aw arded to an
SM P p a rtic ip a n t, concerns re ­
garding subcontractor paym ents
and utilizatio n are no different
from those on a project o f larger
proportion. The C ity now con­
ducts on-site progress visits on
all S heltered M arket projects re­
gardless o f project size or amount.
A ll firm s participating in the
S heltered M arket Program are re­
quired to provide a com m ercially
useful function. To satisfy this
requirem ent, SMP contractors are
generally required to perform and
execute at least 50% o f the work
and have prim e responsibility to
m anage and supervise all workers
and subcontractors involved.
