President Clinton announced the grants in his w eekly radio address Saturday. N ationw ide, 54 com m uni­ ties will receive grants totaling more th a n $ 1 0 0 m illio n to p ro m o te grassroots approaches tow ard better school safety In Oregon, Portland Public Schools will receive $2.7 million, and a group o f Central Oregon districts - Bend La Pine, Redmond and Sisters - will get nearly $930,000. The program, which emphasizes teaching students pmper behavior - not just punishing bad behavior - has at­ tracted national attention and has been credited with turning around severe discipline problems at sev eral schools. School security is another aspect o f the proposal.
