O n W ednesday, M ay 5 ,1 9 9 9 , at approxim ately 11:00 in
the evening, near East Burnside Street an d G rand A venue,
a tw enty year old w om an w as w alking to find a bus stop,
w hen a m an drove up and offered to give her a ride.
T he w o m an accep ted the m a n ’s o ffer, b u t after she got
into his c a r he d ro v e to a n earb y d ark sid e street w here he
raped her. D uring the attack he rep eated ly told the victim
he w as g o in g to kill her. W hen he w as finished he told the
victim to get out o f the c a r an d h e d ro v e aw ay.
T h e su sp ect is d escrib ed as a b la c k m ale, a p p ro x i­
m ately 4 0 -y ears o f age, p o ssib ly 6 ’3” tall and w eighing
180 pounds, w ith a thin build, sh o rt b eard and m ustache,
short hair, an d a m ed iu m deep voice.
The suspect vehicle is described as a bright red 2-door,
with a spoiler on the truck and a “ clean," dark color interior.

Homicide Investigation
The M u ltn o m ah C o u n ty S h e r if f s
O ffice serv ed a search w arran t on
June 8 ,1 9 9 9 , at a n o rth east P o rtlan d
hom e located at 4315 N E 90,h. T he
residence b elo n g s to a p erso n o f in ­
terest in a 1989 h o m ic id e case.
O n July 15, 1989, the body o f
Charles V ernon M oore (MZW, approxi­
m ately 40 years o f age) w as recovered
by M C SO R iver Patrol D eputies. The
body w as bound and decapitated.
In 1989, M C SO D etectives learned
that Mr. M oore lived, or at least fre­
quented, the dow ntow n area o f Port­
land. It is believed that Mr. M oore w as
a transient and there w as no know n
address for him at the time. A lleged
associates ofM r. M ooreclatm edhehad
been last seen alive in June o f 1989, and
they believed he had been assaulted and
abducted. They provided little informa­
tion in the w ay o f a suspect description.
D etectives followed up on the informa­
tion but eventually suspended the case
due to lack o f information.
In 1996, a C onfidential Inform ant
cam e forw ard w ith inform ation and
the case w as reopened. D etectives at
that tim e follow ed-up those leads but
w ere unable to develop a suspect from
the inform ation. Shortly afterw ards,
the L arch M ountain hom icides o c­
curred and the D etective U n it’s focus
m
shifted to that investigation.
In late 1997, M C S O D etectives
beg an w o rk in g on the case again
w hich led to the search w arran t being
served and to the o ccu p an ts o f the
resid en ce w ho are co n sid ered p erson
o f interest at this tim e. D etectiv es are
now in terview ing these perso n s and
searching the resid en ce fo r clues.
