INTRODUCTION
The City of Gresham seeks the services of a qualified Consultant to
update and modify the City's existing Traffic Impact Fee (TIF) program. The
City of Gresham is seeking Statements of qualification from Planning, Civil
Engineering, Transportation Engineering or public involvement firms with
demonstrated experience in the preparation of capital facilities plans and
system development charges - specifically, traffic impact fees for municipal
governments.
BACKGROUND
The City currently assesses a Traffic Impact Fee (TIF) on new development
based on the anticipated PM peak hour vehicle trips the development will
add to the transportation system. This fee pays for growth related
transportation improvements identified as part of the original TIF study.

statements of qualifications for Transportation Analysis ("Respondent")
with demonstrated experience and skills in providing transportation analysis
services to create a Development Opportunity Strategy within the Central
Eastside Urban Renewal District to help set and achieve economic
development goals. PDC will establish contractual ,-elationships (Personal
Service Contracts) with a selected firm (“Consultants') to provide design
and planning services to projects conducted by PDC's development,
housing, and economic development programs. A board range of
transportation analysis services are needed as described in the full Reques.

detailed proposals outlining specific steps the Consultant would take to
update the City's TIF. The City will review the proposals and conduct
interviews of the consulting teams to determine which team to select to carry
out the TIF update. Upon selection of the consulting team and successful
contract negotiation, the City of Gresham Transportation Division will
recommend that City Council enter into a contract with the consultant to
complete the TIF Update project.

The TIF update effort will review and reassess the original TIF study, and
will develop a multi-modal project list based on the most current land use
information and transportation system deficiencies. The Consultant will
develop an equitable and legally defensible method of proportioning multi­
modal project costs to new development. The method shall ensure rough
proportionality and shall pass the Rational Nexus test.
