Update On Homicide Investigation
NE Prescott St. and NE 14,h Ave.,
w hen a "sports car" stopped and the
occupants engaged them in conver­
sation. Four m ales then got out o f the
above described vehicle and as­
saulted Ross and Neal.
The vehicle has been described as
a new er white, two door hatchback,
“sports car” , unknow n m ake and
model, dark tinted w indow s and five
star chrom e wheels.
The driver o f the vehicle, who
never got out. has been described as
a white male, approximately 40 years,
sandy colored hair w orn short and
parted to cover a receding hairline,
w earing a brow n leather jacket.
O ne o f the passengers o f the ve­
hicle who got out and was involved in
the altercation has been described as
ablackm ale,late20’stoearly30’s 5 ’6
to 5 ’8“ tall, hair in dreadlocks past the
shoulders, a goatee with several days
growth o f beard over the rest o f his
face, sunken cheeks and yellow teeth.
A dditionally, there w ere three
w hite males w ho got out o f the ve­
hicle and w ere described as being
involved in the altercation. They were
described as being in their 20 s, all
three with short hair, worn under black
knit caps pulled low on their heads,
w ith som e red clothing on.
D etective Sergeants Kris Ferrell
and John M innis who have been as­
signed the investigation, are asking
anyone w ith inform ation regarding
this vehicle o r the suspects involved
to call the Portland Police Bureau
Detective D ivision at 823-0400.
Hikers Missing
M ultnom ah C o unty’s D eputies
received a report this morning at 8:15
a m. that at least three hikers had not
returned from a day hike, yesterday
in the C olum bia G orge. The three
h ik e rs left the In tel cam pus in
B eaverton at 7:00 a.m. Saturday and
w ere to return around 8:00 p.m. the
sam e day. W hen they did not return,
one o f the w ives called in and re­
ported them missing.
T he hikers w ere planning a day
hike in the R uckle C reek Ridge area
in the C olum bia gorge. This area is
o ff o f interstate 84 at the Eagle Creek
cam pground area (m ile 41) on the
b order o f M ultnom ah and H ood
R iver counties. There are three con­
firm ed hikers and possibly m ore, all
em ployed by Intel. At least one o f
the hikers is an experienced hiker
and w as an Eagle Scout. All three
w ere reported to be “ dressed appro­
priately” for the area and weather.

Mr. S id d aiah ’s vehicle w as lo­
cated at the Eagle Creek cam pground
area and is believed to be the only
vehicle taken to the location by the
three hikers.

S h e riffs office and the Hood River
County Sheriffs O ffice is coordinat­
ing the resources and the search for
the hikers utilizing each agencies
Search and Rescue posts.

Inmates To Live And Work In
Deschutes National Forest
O ne o f O regon’s national forests
w ill so o n h av e n ew te m p o rary
resid e n ts.. .inmates.
B ecause there are no prisons in
the area, theU .S. Forest Service asked
the O regon D epartm ent o f Correc­
tio n s to b r in g in m a te s to th e
D eschutes N ational Forest to test the
concept o f a m obile w ork cam p that
m ight be replicated in other locations
throughout O regon. The “D eschutes
Conservation C am p” will house more
than 80 m inim um -custody inmates in
the D eschutes N ational Forest dur­
ing an eight-w eek pilot project to use
inm ate labor to accom plish work that
otherw ise w ould go undone.
“T his is a unique partnership be­
tw een the O regon D epartm ent o f
C orrections, the U.S. Forest Service,
and the O regon N ational Guard,"
says inm ate W ork Program s Admin-
istrator M ichael Taaffe. “ Eight 10-
man w ork crews - each supervised
by a correctional officer - will work
10-hour days, six days a w eek.”
Inmates will live in insulated fed­
eral surplus tents, and will be super­
vised round-the-clock by correctional
officers. Cam p support will include a
m obile kitchen and food service pro­
vided by the Oregon National Guard
as part o f their training exercises.
“ W e are excited to be part o f this
partnership to create solutions on so
m any levels,” says Sally Collins, For­
est Supervisor o f the Deschutes N a­
tional Forest. “This is a great example
o f com m unity-based com m i tment to
corrections. The U.S. Forest Service
accom plishes m uch-needed labor-
intensive natural resource work. The
inm ates get to w ork to repay their
debts to society in tangible, m ean­
teen. and they were still sold alcohol.
On one occasion the m inor verbally
identified him self as being eighteen
years old and was sold alcohol.
The decoys w ent into 16 large
chain grocery stores and on 5 occa­
sions w ere able to purchase alcohol.
The decoys contacted 8 service sta­
tions with small grocery stores at­
tached and on 4 occasions were sold
alcohol. Additionally, 31 convenience
stores were visited and on 10 occa­

City Council tour o f the Ogden neigh­
borhood, guided by neighborhood
representatives. The tours will spot­
light n eig h b o rh o o d pro jects and
goals. A neighborhood representa­
tive will facilitate the public meeting
that follows. Tim e will be provided at
the end o f the forum for small group
discussions with C ity council m em ­
bers and City staff. "T he format o f
these com m unity gatherings w as
City ofVancouver employees, along
with millions ofparents across the coun­
try, are planning to bring their daugh­
ters and sons to work for an educational
day as part o f the national Bring Our
Daughters to Work day. On Thursday,
April 22, daughters can observe their
parents at work. On Thursday, May 20,
sons are invited to participate.

T he quarterly C itizens Forums
w ere started in the 1970s as an infor­
mal w ay for citizens to access their
local elected officials. A different city
neighborhood association hosts each
forum but citizens from throughout
the city are invited to participate.

To im prove traffic and lessen the
impact on neighbors, citizens will find:
•Internal Revenue agents and rep­
resentative from the Oregon D epart­
m ent o f Revenue at the post office
from 4 to 10 p.m. to assist w ith tax
preparation.
•Caples will be one-w ay traffic
north (except from the parking lot exit
at the M ain Post Office to the com er
o fF o u rth Plain).
There will be a barricade on the
north end o f Caples to block south­
bound traffic.
•A tem porary stop sign w ill be
erected for northbound Caples traffic
at G ibbons Street.
•Caples will be posted "no p ark­
ing" from the m orning hours to 10
p.m. on A pril 15.
G ibbons will be converted to one
direction east with no parking from 3
to 10 p.m. The current entry to the
collection receptacle lane for north­
bound traffic from the Caples parking
area will be changed to southbound
for custom ers entering the M ain O f­
fice parking lot from Gibbons.
•The left-hand turn lane going east
on Fourth Plain Boulevard at Caples,
will be blocked and traffic will be
rerouted by signage.
•Cones will be used to separate
traffic on G ibbons and Caples streets

m iles from Bend, will be posted as an
inm ate w ork cam p and w ill be off-
lim its to visitors unless approved in
advance by Cam p Com m ander C ap­
tain JeffForbes. The eight-week pilot
is scheduled to begin M ay 3 and run
through June 25.
O r e g o n ’s C o n s titu tio n , as
am ended by 1994's Ballot Measure
17, requires all eligible inmates to
participate in work and approved
training activities full time. Approxi­
mately 750 Oregon inm ates are sent
out on work crews each day, usually
w ithin a 60-m ile radius o f prisons.

Sting Operation Targets Commercial
Outlets Selling Alcohol To Minors
In response to com plaints o f com ­
m ercial outlets selling alcohol to mi­
nors, officers ofE ast Precinct recently
conducted a two day sting operation
at 84 commercial outlets. Eighteen year
old decoys w ent into 84 com mercial
outlets and w ere able to purchase
alcohol 31 times. Approximately 70%
o f the tim e, the clerk, bartender or
waiter asked to look at identification.
The m inors then displayed identifica­
tion which verified that they were eigh­

John W esley Neal, 27 years, had been
stabbed. Portland Police Bureau of­
ficers then responded to the call o f a
body on the com er ofN E Prescott St.
and NE 14 ,h Ave. W hen officers ar­
rived, they discovered the body o f
Timothy Jerome Ross, 36 years. Timo­
thy Jerom e Ross, w ho was a north­
east Portland resident, died o f stab
w ounds to his torso.
The investigation has revealed
