The Portland Development Commission (PDC) is seeking propos­
als from professional service providers in real estate development,
m arket analysis, econom ic developm ent and graphic design. The
proposals will a ssist community-based development efforts focused
along the V ancouver/W illiam s Corridor between W eidler and
Killingsworth streets.
The Albina Community Plan designated significant areas of me­
dium -density housing zoning (RH) and employment zoning (EX) along
the Vancouver/W illiam s Corridor, and older, under utilized comm er­
cial area in the Boise, H um boldt and Elliot neighborhoods.
The local community desires a healthy combination of both living wage
jo b s and affordable housing in the corridor. A well-defined “ collective
vision" is needed to encourage a vital mix of mixed-use developm ent
and allow new industrlal/com m ercial development Both types of
developm ent are considered vital to achieve a healthy neighborhood.
Careful planning, design and a capital improvements plan will be
needed to insure successful mixed-use developm ent in th is older
urban comm ercial corridor.
The selected contractor, or contractor team , will evaluate the
advantages o f the Vancouver/W illiam s Corridor for various types of
com m ercial developm ent, a ssess the current m arket and prepare
specific, detailed strategies to guide, create and expand commercial
revitalization efforts.

Description of work:
Construct a new exit taxiway and airfield emergency access road; widen
seven exit taxiways; overlay Taxiway A and intersect!ng taxiways with asphalt
concrete: remove and reinstall runway and taxiway edge lights, taxiway
centerline lights, and in-pavement runwayguard lights; grade and seed runway
and taxiway shoulders: and install a new storm sewer system along the
northwest side o f runway 3-21.
A prebid conference will be held at 1 p.m. on Wednesday, April 1 4 ,1 9 9 9 ,
at the Portland International Airport Maintenance Facility, 7111 N.E.
Alderwood Road, Portland, Oregon, to discuss all aspects of the work, work
phasing, project safety, and security. Bidders are strongly encouraged to
attend. This will be the only tim e that the airfield will be available for site
inspection prior to bid opening.
