O n Wednesday, M arch 24,1999, at
approximately 10:40 A.M. theU.S. Bank
at 7000 SE M ilw aukee was robbed at
gunpoint by two males in their early
20’s. The two suspects fled on bi­
cycles from the bank. The suspects
then concealed themselves and their
bicycles inside a em pty boxcar which
was on the railroad tracks between SE

suspects then fled the boxcar and
were observed by Portland Police
Bureau officers in the area ot SE
Andover Pl. and SE Exeter Drive. A
foot pursuit ensued and one suspect,
Kaleb E. Clark, 24 years, was taken into
custody in the backyard o f 1829 SE
Andrews Drive and the second sus-

pect David A. Charlton, 24 years, ran
inthebackdoor Two adult occupants
were able to flee from inside the resi­
dence out a basement door and two
nine years old girls concealed them­
selves in acloset. One o f the girls lived
in the house; the other girl was a
visiting relative. Officers were able to
establish verbal contact with the girls
from the backdoor o f the residence
and when the girls ran to the backdoor,
officers escorted them to safety.

and houses in the im m ediate area
w ere evacuated. At approxim ately
3:30 P.M ., D avid C harlton w ent out
onto the ro o f o f the residence and
surrendered to SER T officers after
they ordered him down.
Two explosive devices w ere ren­
dered safe by the EDU. O ne explo­
sive device was taken from C lark when
he was taken into custody, and the
second device was recovered from a
neighbors yard after Charlton threw
it from 1829 SE Saint Andrews Drive,
shortly after he entered the residence.
Tw o handguns w ere recovered, one
from Clark w hen he w as taken into
custody, and a second handgun, as
w ell as an undisclosed am ount o f
cash was recovered from the attic o f
1829 SE Saint A ndrew s D rive after
C harlton was taken into custody.
Police Bureau Works To
Curb Domestic Violence
Evervvear, 1 in 7.5 women between
b e ages o f 18 and 64 are physically
abused according to the G overnor’s
Council on Domestic Violence. Using
this statistic, it means 60,000 women in
M ultnomah County are abused each
year. In addition, experts estim ate in
two-thirds o f the domestic violence
cases, children are present.
T he P ortland P olice B u rea u 's
D om estic V iolence R eduction Unit
(D V RU ) w as form ed in 1993. It was
designed to help rem ove obstacles
from victims that keep them from leav­
ing a domestically violence living situ­
ation. It is estim ated that a w om an will
leave her batterer an average o f 10 to
15 tim es before she leaves for good.
D espite public education, experts
say dom estic violence is still som e­
tim es m isunderstood. N ot all dom es­
tic violence is crim inal behavior, but
all is detrim ental to w o m en ’s and
children’s physical, econom ic and
m ental w ell-being. In addition, do­
m estic violence occurs in all popula­
tions in M ultnom ah C ounty, regard­
less o f age, race, econom ic status,
ethnicity, sexual orientation, m arital
status or neighborhood.
M en are the prim ary perpetrators
o f dom estic violence; w om en are the
primary victims. There have been a
few cases where men were battered by
w om en partners and also need ser­
vices. Children w ho witness domestic
violence are adversely affected, and
some experience long-term problems.
Oregon law requires a law enforce­
m ent officer to arrest a suspected
batterer if evidence suggests that a
person has been abused or is about
to be abused by their significant other.
A host o f additional criteria is neces­
sary for the m andatory arrest. H ow ­
ever, there are often incidents that
show no signs o f abuse, but may
illustrate a need for some sort o f inter­
vention by social service agencies
that w ould help the fam ily resolve
chronic problem s. Because o f this,
the Police Bureau voluntarily changed
its w ay o f reporting earlier this year.
"T he Bureau instituted the use o f
a supplem ental fam ily abuse police
report form that officers fill out on a
m andatory basis w hen a crim e o f
domestic violence, child abuse or eld­
erly abuse has occurred and an Inci­
dent Report is w ritten,” says Lt. Bret
Smith, Family Services Division. “This
additional inform ation will assist the
Fam ily Services D ivision to better
assign resources to stop violence
before it begins and aid in the protec­
tion and prosecution o f suspects."
In addition, Lt. Sm ith says it’s
very advantageous for officers to be
aw are ofprevious domestic violence.
This allows officers to check the com ­
puter and know w hen they are being
dispatched to a residence that has
had a history o f dom estic problem s.
D om estic violence cases are danger­
ous to police, as they are often very
violent, em otionally charged and ex­
tremely volatile.
The Police Bureau is currently
w orking on a D epartm ent o f Justice
grant that w ould allow for follow-up
especially in the previously described
circum stances. Police sergeants and
victim s’ advocates w ould w ork with
DVRU in responding to cases w here
the threat o f violence m ay be im m i­
nent. The cases w ould be prioritized
by DVRU personnel.
O ne additional tool the Police
Bureau has to help com bat dom estic
violence is the purchase o f Polaroid
cameras. Through a federal grant, the
Police Bureau lias purchased approxi­
mately 650 cam eras in a specialized
unit called the “ Spectra Instant Law
Enforcement Kit." The cam eras were
offered by Polaroid at a reduced price.
The cameras will be used by offic­
ers to collect evidence in dom estic
violence cases. This aids the efforts
by prosecutors to m ake dom estic vio­
lence cases more evidence-based and
less “he said, she said." Polaroid p ic­
tures give an instant docum entation
o f the scene, injuries ofth e victim and
the condition o f the children present.

case and if any follow -up is needed.
This is especially im portant with cus­
tody cases w here the suspect has not
yet been brought before the court.
“W e’re excited about the cameras
and the new reporting system ,” says
Lt. Smith. “Officers can fill out a report
that says someone was hurt, but the
photos go much further in telling the
story. A nd with mandatory reporting,
w e'll be able to better track cases that
have the potential for violence.”
Conference on Prison
Industrial Complex
The Portland Free M um ia C oali­
tion and Students for U nity today
announced “O pen to the Truth, A
C onference A gainst the Prison-In­
dustrial C om plex,” w ill be held at
Portland State U niversity’s Smith
Memorial Center on April 10-11,1999.
The conference, featuring experts and
activists from around the Pacific
N orthw est, is open to the public.
“W e are scheduling a variety o f
workshops and panels,” stated Marcia
LaRose o f the Free Mumia Coalition.
“Bo Brown, a former political prisoner
who was tried here in Portland, will
return to speak MIKE Africa from
MOVEinPhiladelphiawillbehere. We
have speakers on stopping the death
penalty. Measure 11, the growth ofthe
prison-industrial complex and how to
stop it and a number o f related topics
with people from around the North­
west. And at the center o f this confer­
ence will be the international campaign
forafair trial forM um ia Abu-Jamal.
Speakers are expected from Phila-
delphia, San Francisco. Sacramento
and Portland. Recent conference Phila­
delphia, Chicago, and San Francisco
on the prison-industrial complex have
drawn hundreds. Conference organiz­
ers hope this conference will point out
connections betw een A bu-Jam al's
case and the spectacular growth o f the
prison industry in Oregon.

Advisory Committee
The City o f V ancouver recently
appointed 20 citizens and business
representatives to the new ly created
Budget A dvisory Com m ittee.
The com m ittee w ill assist the City
M anager in review ing the revenue
and expenditures o f the C ity ’s gen­
eral, street and fire funds. Com m ittee
m em bers appointed by the City M an­
ager include Jack Alldritt, Gail Bauhs,
Heidi Bixby, Julia Brown,GeriCombs,
K evin C ornw ell, D an Euliss, Jill

Meeting Rescheduled
The April 7 regular W ednesday
ev en in g m eetin g o f the C ity o f
V ancouver C ultural D ivision has
been cancelled and rescheduled to
April 8. The m eeting will be T hurs­
day, April 8, from 6:30 p.m. at the
G eneral O.O. H ow ard H ouse on O f­
ficers Row.
After a brief regular meeting at 6:30
p.m., the Com m ission will m ove to a
work session on the city 's draft arts
and heritage grant program. Public
com ment on the plan is invited.
The Com m ission will conduct a
series o f w orkshops to seek public
input on the proposed arts and heri­
tage grant program. The citizen-mem­
ber com m ission and city and heritage
groups and individuals developed
the program in 1999 and 2000.

responsibility forpublishing in 1973.
Circulation has growth from 300 in
its first years to over 12,500 subscrib­
ers throughout Southwest W ashing­
ton and the Portland M etro area. Over
10,000subscribers live in C lark County.
M any advertisers have been with
the paper for 10 or m ore years. Some
volunteers have helped produce and
distribute the paper for m any years.
