tim e), April 8, 1999, at the C ity of G resham , D e partm ent o f
E nvironm ental Services, Attention: D avid S. Rouse, T ransporta-
tion D ivision M anager, 1333 NW E astm an Parkw ay, G resham ,
O regon 97030. O ne original and five (5) copies of th e proposal
shall be subm itted in a sealed e n velop e entitled “ P roposal For
O N -C all M aterial T esting S ervices” . S ubm it one original and five
