Public Notice
The State Of Oregon, Department Of Human Resources,
Oreqon Health Division (OHD), is issuing a Request For
Proposals #308 (RFP #308) for contractor(s) to provide dem­
onstration projects and evaluation of new, innovative ap­
proaches to the prevention and control of 1 obacco use among
vouth and adults, to the protection of children and adults from
exposure to secondhand smoke in Oregon, and to countering
Pro-Tobacco influences. Priority will be given to proposals that
have a population-based focus. Complement the work being
done by local coalitions and aid the statewide program of
reducing tobacco use in our state. The initial contract period will
be approximately from April 1,1999 through June 30 2000
OHD may award up to one additional year. Without additiona
solicitations, if OHD determines that the work performed has
been satisfactory. OHD will award up to $500,000 in contracts
throuqh this RFP. Maximum funding for any single proposal is
$150 000. A proposer may submit multiple proposals. Each of
which will be separately evaluated. Funds may not be used (1)
to provide direct client services (Medical Treatments) for
nicotine dependence (2) for paid mass media campaigns or (3)
as a substitute for tobacco industry sponsorship of events or

The Portland Development Commission (PDC) seeks state­
ments of qualifications from environmental consulting firms
(“Respondents") with demonstrated experience and skills in
providing environmental services to redevelopment projects,
especially at contaminated urban “brownfield" sites_PDC wil
establish contractual relationships (Flexible Service Contracts)
with up to ten selected firms ("consultants") to provide environ­
mental services on short notice to projects conducted by PD C s
development, housing, and economic development programs.

The Portland Development
Commission will receive
proposals for:
Design Services for Public Dock adjacent to the
Hawthorne Bridge
until 4 p.m. Pacific Standard Time on March 1,1999, at its offices
located at 1900 Southwest Fourth Avenue, Suite 100, Portland
Oregon, 97201. The scope of the work includes, but is not
limited to design, engineering and permits. The request for
proposals may be obtained from the Portland Development
Commission. Inquiries should be directed to Mike McElwee,

proposals upon a finding of the Commission that it is in the public

8910 N. Woolsey Avenue, Portland, Oregon 97203, until 2:00 p.m.,

to the Columbia Villa/Tamarack Management Office.
Shortly thereafter, bids will be opened and publicly read. No bidder may
withdraw their bid after the hour set for opening until after the lapse of
sixty (60) days from the bid opening.
The basic work consists o f upgrades to the existing mechanical and
electrical systems, new windows, carpeting, vinyl tile, cabinetry, painting,
gypsum board, fiber cement siding, automatic entrance doors and minor
concrete site work.
Bid Documents are available at the HAP Office noted above. A $50 (fifty)
deposit for one set and $20 (twenty) for each additional set is refundable
when documents are returned within 10 days after bid opening.
Attendance o f bidders is mandatory at a pre-bid tour o f the project
commencing at the HAP Maintenance Office, address above, at 10:00
a.m., Tuesday, February 23.1999, Questions posed during the tour, not
addressed in the documents, will be answered by addendum.
Execution o f an Affidavit ofM BE Participation (HAP form 421 ) is
required o f each bidder in order to qualify as a qualified bidder for this
work.
The Housing Authority of Portland may reject any bid not in compliance
with the prescribed bidding procedures and requirements and may reject
any or all bids and waive all informalities if, in the judgment o f HAP, is in
