City proceeds on court
ordered abatement
Crime Stoppers:
Wanted Subject
Portland Police, in cooperation
with Crime Stoppers, are asking for
your help in locating and apprehend­
ing D a\id Ray Wleberdink. A Felony
Arrest Warrant, charging him with
First Degree Rape, is on file in
Multnomah County. Bail on the war­
rant has been set at $600,000.
David Ray W ieberdink is a 51-
year-old white male, with a date of
birth o f May 5, 1947. He is 5 ’8 tall
and w eighs ap pro x im ately 140
pounds, with blue eyes, a ruddy com­
plexion, and shoulder length, gray
hair.
Wieberdink lives somewhere in
the Tacoma, Washington area, but
reportedly visits and often stays at
addresses in and around Portland.
His last known vehicle was a 1978
green Toyota Corolla, described as
in “ratty condition”, with an Oregon
30-day trip permit in the left rear
window.
Crime Stoppers is offering a cash
reward o f up to $1,000 for infor­
m ation, reported to Crime Stop­
pers, which leads to an arrest in this

case or any unsolved felony crime,

Loss Of Driving Privileges
DMV has announced that based
on a review o f statute, the agency
must extend the loss o f driving privi­
leges for some people who have
been convicted o f personal crimes
involving the use o f a motor ve­
hicle.
The change affects persons con­
victed o f m urder, m anslaughter,
criminally negligent homicide or as­
sault involving the operation o f a
motor vehicle, under Oregon Revised
Statute 809.410.A 1995 amendment
to this statue changed revocation for
persons convicted o f these crimes
from five years to eight years, and
also changed the date that revocation
begins to the release date for persons
in jail or prison.
This amendment will now apply
retroactively to persons convicted
o f these crimes who were in jail or
prison, on parole or probation, or on
post-prison supervision when the law
went into effect on September 9,
1995.
•For those on parole, probation
or post-prison supervision for these
crimes as o f September 9, 1995, the
period o f revocation will end Sep­
tember 9, 2003.
■For those who were in jail or
prison for these crimes on Septem­
ber 9, 1995, the revocation period is
eight years calculated from the date
o f their release.
When the law first went into ef­
fect, DMV applied it only to those
persons convicted on or after the
effective date, but not to those who
were already serving jail or prison
time, on parole, probation or post-
prison supervision.
Recently DMV reviewed its ap­
plication o f the law when Steve
Doell, whose daughter was killed by
the driver o f a vehicle, called atten­
tion to the fact that the driver would
have been eligible to get his license
back in N o v em b er 1998. The
driver’s license is now revoked until
March o f 2003.
“We appreciate Mr. Doell’s bring­
ing this to our attention and helping
us make sure it was consistent with
lawmakers’ intent,” said DMV Pro­
gram Services manager Mari Miller.
“It is clear that the legislature did
not want driving revocations to run
concurrently w ith jail or prison
time, and we have corrected this
policy as a result o f Mr. D oell’s
inquiry.”

Portland Police Bureau homicide
detectives have identified the vic­
tim o f a homicide which was discov­
ered on Tuesday, January 19, 1999,
when her body was found in a bag on
the driveway o f the vacant house at
9145 SE Taylor St. The victim has
p o s itiv e ly b een id e n tifie d as
Veronica Sue James, a white fe­
male, DOB 06-05-74.
Ms. James was the mother o f three
daughters ages 2, 5 and 8, all o f
whom are currently in foster care.
Ms Jam es’ last known address is not
known.

On Wednesday, Jan. 27, pursuant
to a court order issued by the Clark
County District Court, the City o f
Vancouver, its agents and contrac­
tors, will perform an abatement o f
cited violations o f the Vancouver
Municipal Code at 203 W. 20lh St..
Under the supervision o f Cindy
Peterson, Chief Building Inspector,
city employees from various city
divisions will direct the removal and
disposal o f improperly stored, dis­
carded, or unusable items from the
grounds o f the property
Under the provisions o f the court
order, the City and its employees,
agents, and contractors may enter
onto the property to abate cited
violations. Additionally, the order
provides for restitution o f the ac­
tual costs arising from the clean up.
City o f V ancouver cod enforce­
m ent o ffic e rs, a ssiste d by the
Vancouver Police Department and
staff from the Public Works De­
partment, will be present at the site
to carry out the provisions ot the
court order.
The abatement is being earned
out as a consequence o f numerous
failed attempts to bring the property
in to c o m p lia n c e . T he C ity
Attorney’s office has extended ev­
ery possible administrative relief to
the property owner, but received
little or no cooperation over an ex­
tended period o f time.
The City o f Vancouver Code En­
forcement office has received nu­
merous complaints from surround-
ing property owners related to im­
proper storage, the accumulation of
items, and the affect that the condi­
tion o f the property is having on
their property value.
On several occasio n s, street
maintenance crews removed private
property items from the sidewalk
and alley adjacent to the property in
order to remove obstruction to traf­
fic.
It is anticipated that 20lh Street,
between Columbia and Washington
streets, will be closed during the
abatement. City residents should
direct inquires about this property
to Kevin McClure, Assistant City
Attorney, at 696-8251, or Cindy
Peterson, chief building inspector
at 696-8105.

Stand-By, M onitoring Snow Levels
Clark County Public Works Op­
erations staff are monitoring the
snowfall this evening. Currently,
county road crews are on stand-by
for the lower elevations, and crews
will be dispatched to the higher el-
evations to maintain safe road con­
ditions.
