holding tw o open houses on a pro­
posed ordinance dealing w ith clus­
ter developm ent on lands zoned Rural
5, 10, or 20. the ordinance would
stipulate the requirem ents and lim i­
tations o f cluster developm ents in
these areas and w ould affect how
property ow ners could develop their
property.

T he citizens’ A gri-Forest Task
Force, w hich had w orked w ith Clark
County in 1997 and 1998 on zoning
issues in rural and resource areas,
recom m ended that the county de­
velop a cluster ordinance. C luster
developm ent allow s for residents to
be placed on parcels sm aller than
the m inim um lot size in exchange
for retaining the m ajority o f the site
as undeveloped open space.
K ey com po n en ts o f the o rd i­
nance, w hich w as form ulated by
county staff and review ed by the
A gri-forest Task Force, are:
A pplicability: C luster develop­
ment would be allow ed only on lands
that are currently zoned Rural 5, 10
and 20.
Density: W ithin the Rural 5 and
10 districts, the base density is one
unit per five acres. W ithin the Rural
20 district, the base density is one
unit per ten acres with the ability to
go to one unit per tw enty acres if
certain enhancem ents are under­
taken.
O pen space parcel requirements:
At least 8 acres and a m inimum o f
75 percent o f the site m ust be estab­
lished as an open space parcel. The
parcel shall contain sensitive lands
(w etlands, steep slopes, habitat ar­
eas, ect.) and shall service to buffer
adjacent resource lands. Limited
uses are allowed; they do not in-
clude a single family residence, ei­
ther existing o rnew . A m anagem ent
plan m ust be approved for the site.
C luster lot requirem ents: Siting
standards are proposed to m inim ize
visual, environm ental, and resource
lands impacts. C luster lots cannot
include sensitive lands. Lots cannot
be less than 18,000 square feet nor
greater than tw o acres. Setbacks are
established to m aintain m inim um
separation betw een buildings and
streets, other structures, and desig­
nated resource lands. O ther design
elements to m aintain rural charac­
ter are also required.
The open houses are an opportu­
nity for residents to leam m ore about
the draft proposal and to offer their
com m ents and suggestions to county
staff.

Arts board entrusts equipment
for community use
V A N C O U V E R , W A — The
former Colum bia A rts C enter board
o f director has entrusted equipm ent
at the Colum bia A rts Center for use
by the com m unity. Equipm ent in­
cludes lights, a grand piano and addi­
tional items that have been acquired
by the C olum bia A rts C enter over
the years. As part o f the agreement,
the City o f V ancouver will protect
the equipment as a com m unity as­
set.

To assist the local theater com ­
m unity, the equipm ent was left m
the theater last sum m er w hen the
Colum bia A rts Center board dec ided
it w ould no longer operate the facil­
ity The board has offered to entrust
the equipm ent in continued support
o f the local arts com munity.
The city is currently drafting a
contract w ith the theater’s new op­
erator,

Review Advisory Com mittee. This
committee will assist the City M an­
ager in reviewing the revenue and

The flies include in this special

The show w ill also include flies
originated by such w ell-know n m as­
ters as Ray B ergm an, Lee W ulff
and Tray Com bs. Flies range from
delicate, w ell proportioned, prac­
tical flies tied by H arry D arbee and
W alter and W inifred D ette in the
1920s to full dressed, innovative
flies created by jo h n Shew ey and
Bob V everka today.

says G erd, a retired advertising are
director. “ Successful fly tying re­
quires the skills o f an artist to cre­
ate the shapes, colors and b ehav­
iors o f the insects being copied as

fish the tyer is trying to fool.”

Maritime fire response is focus of new group
Vancouver Fire Department Deputy
ChiefBill Mikesell is working on devel­
opment ofanew national maritime group
to standardize operations and training
for oil spills, hazardous materials, and
tire response to maritime emergencies
throughout the United States.
M embership in the newly
forming group includes representatives
from diverse areas o f the maritime field
including ship owners, port and terminal
authorities and the U.S. Coast Guard.
Mikesell is representing land-based fire
agencies from the West Coast.
At a July symposium in Portland,
Ore., Mikesell was named to an ad hoc
committee to study the feasibility and
need for a new national organization
focusing on maritime partnerships, shar­
ing information, prevention, activities,
emergency response and self-gover­
nance.
The group will start its informa­
tio n -sh a rin g c e n te r th ro u g h th e
Merchant’sExchangeinPortland. The
M erchant’s Exchange is the adminis­
trative office for the Maritime Fire
and Safety Association (MFS A), which
includes the Port o f Vancouver and
C ity o f V an co u v er as m em bers.
