L.a interdependencia económ ica
es un hecho y a la m undialización no
escapa ni C risto (en efecto, no es de
hoy su transform ación en m usicales
para B roadw ay y en películas), pues
el Papa prepara el supershow rom ano
del Jubileo del año 2000 que dejará
decenas de m iles de m illones de
d ó la re s . L a b ú s q u e d a d e u n a
soberanía alim e n taria (o sea, de
rom per la total dependencia de la
importación de alim entos, cada vez
más difíciles de pagar); el intento de
prom oción de la investigación y el
desarrollo y de la elevación del nivel
c u a n tita tiv o y c u a lita tiv o en la
enseñanza, la voluntad de destinar el
g ru eso de lo s e s c a so s re c u rso s
d is p o n ib le s a s a tis f a c e r la s
necesidades sociales y la decisión de
no pagar una deuda externa inflada,
no pueden prescindir, por lo tanto,
d e u n a d o s is im p o r ta n te d e
pragm atism o.
En efecto, los buenos deseos no
bastan para hacer política: h ay que
contar tam bién con las relaciones de
fuerza necesarias y con el tiem po y la
m a d u ra c ió n de las c o n d ic io n e s
internacionales para que aquéllos
p u edan c o n v e rtirse en realid ad .
C onviene, al respecto, aprender en
cabeza ajena, que en este caso es
italiana. R ifondazione C om unista
(RC), en efecto, perm anece en la
m ayoría gubernam ental centrista. Si
la abandonara, su puesto en ella sería
o c u p a d o p o r g ru p o s de c e n tro
derecha o se iría a nuevas elecciones,
donde ganaría la derecha, RC perdería
p a rte
im p o r ta n te
de
su s
parí am en tan os aunque eventualmente
m antuviera sus votos, y quedaría
aislada de los votantes de la ‘izquierda
respetuosa” y de una parte de los
sindicalistas, que la acusarían de
extrem ista y aventurera. Es que no
sólo el pais está m ás a la derecha del
gobierno sino que también la izquierda
y la m ayoría de los trabajadores lo
está con relación a RC, lo que obliga
a ésta a una política en cierta m edida
didáctibiar las tuerzas en presencia.
Por eso, aunque sería fácil decir
“ n o a la in te g ra c ió n e u ro p e a ”
(cabalgando el nacionalism o difuso),
prefiere decir no a la Europa del
capital financieroysíauna unificación
eu ro p ea con contenido social; y
aunque sería popular decir “no al
p ago de la deuda externa”, es m ás
inteligente renegociarla, graduar y
seleccionar los pagos, para evitar
fu g as d e capitales, m antener los
puestos d e trabajo, no cortar de raíz
las im portaciones necesarias (sin las
cuales, adem ás, es difícil exportar en
cantidad suficiente). RC se m antiene
pues fuera del gobierno, pero lo
sostiene en el Parlam ento, cargando
así con parte de su im popularidad.
Pero no lo apoya a cualquier costo ya
q u e le e x ig e p o lític a s p ara los
desocupados, para los jóvenes, para
los ancianos y jubilados, para las
zonas m ás pobres y, si no las obtiene,
puede rom per la alianza condicionada.
RC exige que se les quite a los ricos,
a las fu e rz a s re p re s iv a s , a los
especuladores para redistribuir las
ganancias, m uestra que los escasos
re c u rs o s e x is te n te s p u e d e n ser
distribuidos de m odo diferente y
p ro p o n e c o n tr o le s e s ta ta le s y
populares, por ejem plo, para qu e los
ricos paguen sus im puestos, o planes
d e trab a jo en a u to g e stió n , p ero
tam bién una lucha para que el Estado
los reconozca y los financie, etcétera.
RC cam ina así por el filo de la
navaja entre una política qu e podría
conducir a la idealización d e lo “real”
com o sólo cosa posible y al abandono
de todo intento de transform ar la
sociedad y de im poner una alternativa
en nom bre de m eras reform as del
sistem a, y otra política del “ todo o
nada”, de la pureza principista a
costadel irrealismo, del aislam iento y,
al fin de cuentas, de la creación de
c o n d ic io n e s s o c ia le s a ú n m á s
desfavorables para las luchas de los
trabajadores. RC está asi ante Scilla y
Caribdis, los dos escollos enfrentados
que llaman al naufragio, los peligros
g e m e lo s d e o p o r tu n is m o y
sectarismo, que acechan siem pre a
quien quiere ser, a la vez, realista
renovador. Porque sólo se es realista
buscando lo que está naciendo y
ay u d án d o lo a d e sa rro lla rse p ara
m ejorar la suerte de los trabajadores.

The season for giving has a different
meaning forchildren who are waiting to
be adopted. The dream o f a forever
family tops every birthday, holiday and
with list for these children.
Recognizing that too many birth­
days and hoi idays pass before the dream
is realized, the State Office for Services
to Children and Families has launcheda
campaign to turn the “most waiting
children into the most wanted.
The Longest Waiting Child project
focuses on the 25 Oregon children who
have been waiting the longest for adop­
tive homes. Working closely with the
Special Needs Adoption Coalition, SCF
has stepped up its efforts to place these
children, lncludingofferingpri'vate adop­
tion agencies monetary incentives to
make permanentplacements.
Every year, many children in Oregon
are left without a permanent home be­
cause their birth parents could not care
for them.
Every year many Oregonians come
forward to open their homes to such
children and give them the gift o f a
lifetime. As a child is placed in a perma­
nent home and removed from the list,
another is added.
SCF is a special needs adoption
agency. The children we place are spe­
cial children with special needs. Special
needs refers to children older than 5,
children with physical, mental, or emo­
tional disabilities, sibling groups and
children o f color. Minority families are
always needed because SCF workers
try to help children grow with a strong
sense o f racial and cultural identity.
Providingchildren with safeand per­
manent families is apart o f SCF’s mis­
sion. A family,notfostercare,isthebest
place to grow a child.
Foster care is a necessary but a tem­
porary resource. As wonderful as our
fosterparents are--God’s heroes as 1 like
to call them - they are in place to help
children make the safe passage back to
their own home, when possible, or on to
an adoptive home.
SCF does not charge a fee to adopt
and does not want finances to stand in
the way o f a child or children finding a
permanent home.
Some families adopting special needs
children qualify for adoption assistance
- a small sum o f money to help with
monthly expenses, including medical
needs, associated with the adoption.
An adoption worker helps an adop­
tive family from the beginning and works
with the family until the adoption is final.
Once the court grants an adoption, a
new birth certificate is issued and the
child becomes, in the eyes o f the law, a
permanent part o f the adoptive family.
Adoption is the way to give children
the kind o f security they need. With
love, patience and a sense o f humor,
adoptive parents can help children heal,
learn to trust again and create a sense o f
belonging.
