The remaining part o f the law will go into effect on M ay 1,1999 when the O regon Health Division adopts a package o f rules. Beginning May, the division will begin issuing verifying registration cards to individuals with debilitating medical conditions, such as AIDS, HIV, cancer, severpain, seizure and severe nausea, to possess and grow' a limited amount ofmarijuana. The division is responsible not only for the issu­ ance o f registry cards to persons w ho m eet the requirements o f the law but also for reviewing and approving applications from individuals w ho be­ lieve their illness qualifies them to receive pennits to use marijuana. According to Dr. Grant Higginson, state health officer and office o f administration, the division is on the process o f assembling a panel o f experts to develop a scientific-based recommendation and rules for legal use o f marijuana for medical pur­ poses. Ihis panel is composed o f health experts, the justice community, and proponents o f the a c t Until then. Dr. H igginson encourages eligible marijuana users to read the act thoroughly, advice lawyers, and contact the O regon Health Division in order to avoid misunderstanding with law enforcem ent official. Qualified users should also obtain a written documentation from their physician stating that the use o f medical m ari­ ju an a m ay help the patient’s condition. Dr. Higginson also suggests thatinanjuanauser should cies a uniform starting point, rh e guidelines assert that the right to use m arijuana for m edical purposes can be taken aw ay from patients if subm it their application to his office to start the process. Before it begins the process, the divi­ sion requires written notification from physi­ cians, the physicians’ name, telephone number, and address as well as identifying information o f the patients. Until the health division adopts rules this com ing Spring, the A ttorney G eneral's office has issued a series o f recom m endations and guidelines for the im plem entation o f the law that will give the state’s law enforcem ent agen- patients engage in selling or grow ing m ore marijuana than the law allows. The act allow s a patient to grow’ a m axim um o f four im m ature plants, three m ature plants and up to one ounce ofusable m arijuana foreachm atureplant. These guidelines are said to be sufficient until the health division introduces the rules in May.
