The person in this full-time position coordinates wide compliance
of activities for all individuals and groups associated with both
the administration and the receipt of benefits if the WIC pro­
gram: state and local agency staff, clients, and private sector
partners. This individual has the responsibility to represent the
WIC program and evaluate the program’s integrity by preparing
and conducting investigations of reported vendor abuse, moni­
toring vendor data, and identifying and investigation high-risk
vendors. In addition, this individual will provide technical assis­
tance and training as well as draft change proposal in regard to
the program’s rules, policies, and procedures in an effort to
continuously improve abilities to prevent and detect misuse of
the WIC program. Salary is $2,225 to $3,098 monthly. A

Sealed bids will be received at the Housing Authority of Port­
land (HAP), 8910 N. Woolsey Avenue, Portland, Oregon
97203, until 2:00 p.m., Thursday, January 21st, 1999, for
labor and materials to make site and dwelling improvements to
a thirty (30) unit apartment complex. Shortly thereafter, bids will
be opened and publicly read. No bidder may withdraw their bid
after the hour set for opening until after the lapse of sixty (60)
days from the bid o p e n in g ,,,,......... „ .... .
The basic work consists of: concrete paving; new fences;
playground renovation; landscaping; masonry repair, cleaning
and sealing; rough and finish carpentry; roofing; replacement of
metal and wood trim; sheet vinyl flooring; ceramic tile; painting;
minor mechanical and electrical work.
Bid Documents are available at the HAP Office noted above. A
$50 (fifty) deposit for one set and $20 (twenty) for each
additional set is refundable when documents are returned
within 10 days after bid opening.
Attendance of bidders is requested at a pre-bid tour of the
project commencing at 56 NE Russell St. at 2:00 p.m., Tues­
day, January 5th, 1999. Questions posed during the tour, not
addressed in the documents, will be answered by addendum.

SMALL GRANTS AVAILABLE
Self Enhancement, Inc. has a limited number of small grants
available. These grants are specifically targeted for the benefit
of African American youth ages 13-17. Grants are intended to
support individuals and grassroots organizations that provide
services to youth, preferably on a volunteer basis. 501(c)(3)
designation is not required. No large or well-established
agencies or groups should apply for these grants. Successful
past grant applications have included educational, recre­
ational, and cultural activities. Grants range from $50 to
$2,000. Deadline for application is Monday, December 21,

Notice is given that the Final Environmental Assessment for
the Airport Light Rail Project (Project) is available for the public
to review and obtain copies. Copies of the Final EA are
available from Mr. Terry Kearns by mail to Tri-Met, 710 NE
Holladay St., Portland, OR 97232, or by phone at (503) 239-
6743.
Notice of the Draft EA for the Project was published on
September 18, 1998 with a thirty (30) day comment period.
Public comments have been received and addressed in the
Final EA.
This is also to provide notice that the Federal Transit Admin­
istration (FTA) intends to issue a Finding of No Significant
Impact relating to the Project thirty (30) days after the date of
this Notice. This FONSI will be issued pursuant to the Environ­
mental Assessment prepared by Tri-Met as provided in the
National Environmental Policy Act (the “Act”). Pursuant to the
Act and the Environmental Assessment, Tri-Met has recom­
mended that FTA issue a Finding of No Significant Impact and
FTA intends to accept that recommendation and issue the
FONSI.
