Portland. Grants o f $ 10,000 were awarded to
100 non-profit organizations in 100 commu-

suspects who robbed a bank
earlier this week in Hillsboro,
Oregon.
The chase ended near Emmanuel
Hospital in North Portland.
Suspects were apprehended and

Portland Police Bureau Receives Award
From the ARC
On Friday, October 9, 1998, Chief Charles
Moose was in Fort Worth, Texas to accept an
award from The Arc, a national organization on
mental retardation. C hief Moose accepted the
Distinguished Community Service Award, which
was presented during The Arc’s 49th Annual
National Convention.
The Portland Police Bureau was nominated
by the local chapter o f The Arc. in Multhnomah
County. This nomination c ites the vision ofChief
Moose for implementing, as a part o f Commu­
nity Policing, mandatory training to all personnel
in the Portland Police Bureau regarding commu­
nication skills for dealing with people who have
developmental disabilities.
The nomination also c i ted the development o f
the Crisis Intervention Team (CIT) within the
Police Bureau. The team members have ad­
vanced training beyond the initial curriculum,
and will respond to radio calls o f persons in crisis
and wil 1 u se their advanced communication skills
in an effort to defuse the situation and assist the

In each o f the 100 communities, local bank
associates chose one organization to receive
the $10,000 award. Selected organizations
had to focus on meeting the educational needs
o f children and families in low-to-moderate
income areas. This effort will be the frontrunner
o f a new company grants program, which will
be available through the Bank o f America
Foundation next year.

continued. “ W e have the people, resources,
and passion to im prove lives in all o f our

Ihc nomination also acknow ledges the de-
velopment o f the Lost Person Program. This
program was created so that persons with devel­
opmental disabilities can register with the Port­
land Police Bureau When officers contact a
developmentally disabled person who is the
victim o f a crime or is disoriented and lost, they
can consult the Lx»st Person register via com­
puter to identify the individual and find out who
they are and what their specific needs and issues
are.
The nomination also acknowledged the Po­
lice Bureau’s, Safety T one.Cops Talk program
which w a s recently dev eloped and implemented.
This program is funded by a grant from the
Bureau o f Justice Assistance in Washington,
D C . and is a training program provided to
persons with developmental disabilities to in­
crease their awareness o f police services, and
reduce theirvulnerability tocrime. Safety Zone:
Cops Talk is a training program on personal
safety and police awareness for the 15,000
people in Multnomah County with develop­
mental disabilities, their family members a
care providers
