The M ultnom ah County Departm ent of Community and Family

each of the four service categories included in the Downtown
Homeless Youth Services Continuum. These service categories
are: Hom eless Youth Access and Assessm ent Center; Ser­
vice Coordination (Case Management); Short-term Shelter;
and Housing. These services comprise the basis of a service
system for homeless youth, community laws and access to basic
resources while enforcing, with homeless youth, community
laws and regulations. The redesigned system places a high
value on perform ance, outcomes, and accountability. The goals
of this redesigned hom eless youth services system are: to
assure short term relief from danger for youth unable to
return to their fam ilies, and to help youth leave the streets
to becom e productive m em bers of the com m unity.
