The O reeon Econom ic D evelopm ent D epartm ent offers various
finance program s:
I. C apital Access Program (CAP)
The Capital A ccess Program increases the availability o f loans to
O regon sm all businesses from banks. The program provides loan
portfolio insurance, so lenders may make loans that carry higher than
conventional risks, but that are w ithin the soundness and safety
requirem ents o f federal and state banking regulations.
The program is non-beauracratic and flexible. A CA P loan is a
private transaction betw een borrow er and lender. The lender may
extend a term loan, a line o f credit, or both, and under w hatever
arrangem ents are agreed to with the borrower. CAP may ba used to
cover the full am ount o f the loan or line o f credit, or a portion o f it.

2. O regon E ntrepreneurial D evelopm ent Loan Fund
The O regon Entrepreneurial D evelopm ent Loan Fund (ED LF)
allow s the O regon Econom ic D evelopm ent Department to make initial
loans o f up to $25,000 to entrepreneurial businesses.

To be elieible, the applicants m ust m eet two o f the foU ow ine
conditio ns :
- The business has not been operating for m ore than 24 m onths.
- The business has revenues o f $ 100,000 or less.
- The business is ow ned by a severely disabled person.
In addition, the fo llo n in g requirem ents m ust be met:
* The applicant has enrolled in a Small Business Development
Center (SBD C) small business m anagem ent program or a certified
business assistance organization, such as the O regon A ssociation o f
M inority Entrepreneurs, (OAM E).
* The applicant has prepared a business plan and has had it reviewed
by an SBDC or other certified entity, such as OAM E.
* An expenditure plan and application has been prepared.
Proeram Achievements:
This program provides financing for start up business. Loans have
been extended to 135 companies, throughout the state, in the m anu­
facturing, services, construction, distribution and retailing sectors.
