Human Rights Pact
A new human rights treaty was signed
recently at the U.N. Headquarters by C hina’s
U.N. ambassador. The treaty, called “The
International Covenant on Civil and Politi
cal Rights” will allow for freedom o f ex
pression, religion and self-determination to

China for m any years.

President Clinton announced that the to
tal federal budget surplus is $70 billion.
