NEAR FATAL HIT AND RUN

bicyclists, a 49-year-old man and a
39»year-old woman who were part
an organized bike ride, were
tidsag westbound in the bike lane on
Airport W ay, w hen a Sports Utility
i, that was also westbound
W ay, drifted north into
Jape where it struck the two
bicyclists, throwing one o f them 48
feet and the other 78 feet.
After stacking the bicyclists, Ae
vehicle hit and jum ped the north curb,
which blew out Ae right front tire.
The vehicle traveled down A e side
walk a short distance, then returned
to the roadway and continued west
bound on Airport Way, before turn-
ing around and coming back east-
bound past A e scene and Asappear-
ing. A witness, unaware o f what had
happened, saw A e driver o f A e ve
hicle changing A e tire in a ware
house complex at 141st and Airport
Way.

described as “clean and shiny.”
The driver, who is described as
“clean cut looking,"isaw hite male,
30-40 years o f age, 5’9" tall, wiA
medium build and fairly straight
dark short hair.

reward o f up to $ 1,000 for informa
tion, reported to Crime Stoppers,
that leads to an arrest m this case, or
an unsolved felony crime, and you
do not have to give your name.

On Tuesday, August 25, a M ult
nomah County Grand Jury returned
indictments on Mark Edward Fox,
41 years and Johnny O ’Donnell, 18
years in A e homicide o f Hermino-
Guadarrama. Fox was indicted for 1
count o f A ggravated M urder, 2
counts Robbery I and 1 count o f
Assault I.
Fox, whose last known residence
is in Vancouver, Washington is in
A e Clark County Jail, where he
was previously lodged on an unre
lated probation violation warrant.
Detectives are attempting to locate
O ’Donnell who does not have an
address in the Portland area.

Explosive Devices Found in
Residence
O n Thursday, A ugust 27, at ap
proxim ately 2:40 pm officers o f East
Precinct drove by 13650 NE Brazee
Ct. after receiving inform ation A at
Steve D onald A nderson, 27 years,
was at A e location. A nderson is
currently w anted as a suspect in a
Burglary. W hen officers drove by
A e residence A ey observed A nder
son standing in A e front doorway.
W hen A e officers approached A nder
son he ran into A e residence and out
A e backdoor w iA uniform officers
in pursuit. O fficers w ere unable to
locate A nderson in A e blocks sur
rounding A e residence. W hile in-
side A e residence a D etective Ser
geant observed w hat appeared to be
a 14-inch long hom em ade explosive
devise.
There w ere 6 children inside A e
residence ranging in age from 1 to 13
years old and no adults w ere present
at the time. The children w ere im
m ediately evacuated from the resi
dence.
The M etropolitan E xplosive D is
posal U nit was activated and ap
p ro x im a te ly 15 resid e n ce s w ere
evacuated on NE Brazee Ct. and NE
Sacram ento St. 10 hom em ade ex
plosive devises, and approxim ately
30 lbs. o f am m onia nitrate w ere re
m oved form the residence. W hat
was originally thought to be a large
quantity o f generic chem ical explo
sive w ere actually several pounds.
T he explosive devises, am m onia

posal U nit to a safe location to be
exam ined and disposed of.
The investigation is continuing and
no arrests have been m ade at this
tim e in connection w iA the incident.
A nderson has not been taken into
custody for the burglary at A is time.

availability o f a single em ergency
num ber to call nationw ide w hen help
is needed. B eginning w iA A e first 9-
1-1 call in 1968, 9-1-1 em ergency
services have continued to evolve,
boA in technological sophistication
and in A e professionalism o f the
public safety dispatchers.
In C lark C ounty, the R egional 9-
1 -1 D ispatch C enter has established
itself as a leader in A e nation in
pursuing excellence for service de
livery to the com m unity. A lthough
m any areas o f the state are ju s t now
com pleting the transition to E 9 11,
(an enhanced 9-1-1 system which
provides caller location and instant
telephone identification to the dis
patcher), our region has utilized this
advanced technology since 1991.
Serving southw est W ashington,
the 9-1-1 center provides help to a
sizable num ber o f the 250,000 calls
placed daily to 9-1-1 across A e n a
tion. O ur 9-1-1 dispatchers process
an average o f 1100 calls per day
from citizens w ho need the help o f
police, fire or m edical personnel.

O n Friday, S eptem ber 11th, staff
m em bers w ill provide tours o f the

W. 13th Street in Vancouver.
Tours will begin at 3:00 pm and
on A e hour thereafter until 8:00 pm.
The tours are an opportunity to view
first hand public safety in action.

Speeders to pay Photo Safety
Radar fines
Effective September3,1998, AeClark
County Sheriffs Office will stop warn
ing and start citing speeders identified by
its new Photo Safety Radar camera. Fines
will be the same as for oAer traffic
infractions.
The radar camera has been snapping
pictures since Ae warning period started
on August 3.
A Ae first two weeks, it recorded
images o f more than 770 drivers violat
ing posted speed limits.The primary goal
o f Ae program is to make neighboffiood
streets safer, especially for children.
A addition to school zones, neigh-
boAood streets that have qualified or are
waiting for traffic-calming devices are
primary candidates for visits from Ae
radar van. It is not being used on major
arterial roads or freeways.
A Photo Safety Radar ticket is Ae
same as any otherspeeding ticket, except
Aat it includes images o f Ae driver and
car license number. Superimposed over
the image is a data box containing infor
mation about Ae violation Acludingdate.
