City Of Camas
Wastewater Treatment Facilities
Improvements
The work under this C ontract includes all labor, materials,
equipm ent, supplies and services to construct the W astewater
Treatm ent Facilities Im provem ents for the City of Camas. The
im provem ents include m odifications to the existing main sew
age pum p station and the O ak Park pump station, a new
headworks including fine screen, m odifications to existing
secondary clarifiers, a new grit removal system, new aeration
basins, a new equipm ent building, new aeration blowers, a new
biofilter and biofilter fans, new prim ary clarifiers, a new ultra
violet disinfection system , a new effluent pump station, a new
UV/effluent pum p station building, a new effluent filter, a new
centrifuge, new sludge pumps, a new gravity thickener, m odi
fications to the existing aerobic digester, conversion of existing
aeration basin into an aerobic digester, a new operations
building, m odifications to existing operations building, a new
sludge storage building, new em ergency generators, dem oli
tion c f existing facilities, and all associated work, all as shown
on the Plans and described in the Specifications. The location
of the work is the site of the existing City of Cam as wastew ater
treatm ent plant and the sites of the main sewage pump station
and the O ak Park pum p station.
Each Proposal shall be com plete with prices submitted for each
item. Som e items will be at the C ity’s option. Failure by a bidder
to subm it prices on any item shall constitute and im proper
response and be cause for rejection of the entire Proposal.
C ontract award will be based upon the total sum for the
construction of all items including tax. The City reserves the
right to delete any or all of the optional items.
As soon as practicable after said tim e and date stated above,
properly received bid proposals will be publicly opened and
read at City Hall.
All bid proposals shall be accom panied by a proposal guarantee
in the am ount of five percent (5%) of the total amount bid. The
proposal guarantee shall be in the form of a bid bond, postal
m oney order, cash, cashier’s check or certified check payable
to the City of Camas.
Bidders m ust satisfy them selves of the accuracy of the esti
mated quantities in the bid proposal by exam ination of the site
and review of the Plans and Specifications including Addenda.
Bid proposals shall be prepared and subm itted in accordance
with the provisions of the C ontract Docum ents for this Project
and any Addenda issued thereto
A Pre-Bid Conference has been scheduled for July 2 2,1998.
The conference will begin at City Hall at 10:00 a.m. (local time)
and conclude at the existing W astew ater Treatm ent Plant.
Prospective bidders are encouraged to participate. Any other
site visits shall be lim ited to 10:00 a.m. to 4:00 p.m., Monday
through Friday, and shall be coordinated through Jim Dickinson,
of the City of Camas, by calling (360) 834-3263, at least twenty-
four (24) hours in advance of the visit. No unauthorized or
unscheduled site visits will be allowed.

adm inistration services. Project experience incorporating pub
lic involvem ent, trail planning and design in a multi-modal
e nviron m e n tan dconstructionadm inistrationisdesired. Antici
pated trail im provem ents include: a hard surface and soft
surface trail for use by pedestrians and bicyclists, site furnish
ings such as bollards and benches, signage, landscaping and
street crossing im provem ents.
The Consultant will attend public meetings with neighbors and
interested citizens, and up to 4 meetings to present proposed
plans to the Parks & Recreation Citizens Advisory Committee,
Planning Com m ission and City Council in order to gain the
necessary recom m endations and approvals. The total budget
for the project is $280,000. It is anticipated that construction
costs will be approxim ately $230,000. Construction is sched
uled to begin in sum m er 1999.
An optional pre-proposal site visit/conference will be held at City
Hall On Tuesday, July 14, 1998 at 10:00 A.M. for firms
interested in subm itting a Proposal. The objective of the pre
proposal conference is to exam ine the site and provide an
informal m eeting to discuss and clarify contents of the RFP.
C onsultant’s Proposal: Interested consulting firm s shall submit
a proposal that satisfies the requirem ents and format stated
within the RFP. Proposals should provide a straightforward,
concise description of consultant’s capabilities to satisfy the
requirem ents of the RFP. The proposal should include the
following items;
1. Letter of Transmittal, Title Page and Executive Summary
2. Project Personnel A listing of the Project M anager and all
key personnel and m anagem ent to be utilized on the project,
including a description of qualifications and skills; i.e., resumes.
3. Sub-consultants
List any sub-consultant’s and their |
qualifications forthe proposed work. List and describe the tasks
and responsibilities of any sub-consultant.
4. Consultant’s Qualifications Consultant's experience with
sim ilar types of projects in the past 5-6 years, especially in the
areas of public involvem ent, trail planning and design.
5. References List references for three or more projects of a
sim ilar nature. Include owner’s name, contact person and phone
num ber, and C onsultant’s project manager.
6. Statement of Understanding
7. Consultant’s Approach to the Project Provide a detailed
explanation of overall design and development, and the tech
niques the C onsultant expects to use.
8. Project Schedule O utline a work plan and time schedule
for each task of the scope of work.
9. Consultant’s Exception to RFP.
10. Additional Data
Any data that the Consultant feels is
applicable to the evaluation of the Proposal or of their qualifica
tions for accom plishing the project, e.g. exam ples of related

by ORS 671.530.
NO bid will be considered unless accompanied by a surety bond,
certified check, or a cashiers check payable to Multnom ah
C ounty for the am ount equal to ten percent (10%) of the
aggregate proposal. The successful bidder shall furnish a bone
satisfactory to the board in the full amount of the contract.
Multnom ah County reserves the right to reject any bid not in
com pliance with all prescribed public bidding procedures anc
requirem ents, and may reject for good cause any or all bids if
Multnom ah County finds it is in the public interest to do so.
