opment Department’s lead staff person for business development
activities focused in Portland's central city area. Position will have
primary responsibility for target industry development and imple­
mentation of business development strategies.
Requires: Bachelor’s degree in economics, business, urban plan­
ning or related field and three years experience in economic
development or related field. Advanced education may substitute
for experience. Also requires strong communication and presenta­
tion skills; proficiency in business management, negotiating, mar­

SPRINGWATER TRAIL CULVERT
INSTALLATION
PROJECT NO. 7067-98
NOTICE TO CONTRACTORS:
Sealed proposals will be received by the Project Manager, at the
City of Gresham, 1333 N.W. Eastman Parkway, Gresham.
Oregon 97030, until July 22,1998 at 10:00 a.m. local time, at
which time they will be opened in Conference Room 2B for the
Springwater Trail Culvert Installation, Project No. 7067-98.
The major quantities are:
1.48 linear feet of 36-inch concrete stormwater pipe
2. 40 tons of class 20 rip rap
3. Removal or grouting of 2 existing culverts
4. Repair of existing bituminous surface
Contractor forthis work shall furnish all labor at current State of
Oregon prevailing wage rates, materials and equipment, and
services of all kinds to complete work in accordance with plans
and specifications thereof.
Prior to obtaining plans and specifications, contractors
must be a holder of, or purchase a copy ($50) of the current
City of Gresham Public Works Standards (July 1993) as
identified by the Department of Environmental Services
distribution list.
Plans and specifications may be examined at the office of the
Department of Environmental Services, 1333 N.W. Eastman
Parkway, Gresham, Oregon. Copies of said plans and specifi­
cations may be obtained upon application to the Department of
Environmental Services and by posting a non-refundable fee of
$25 with the Department of Environmental Services for each set
of plans and specifications requested. If plans and specifica­
tions are ordered by mail, you must add an additional $5.00
processing and mailing charge. Questions concerning this

Contractors must prequalify for construction with City of
Gresham, as required by the laws of the State of Oregon, before
the date of bid opening. Otherwise their proposal may not be
given consideration.
Contractors shall obtain a City of Gresham business license
prior to commencing work.
The contractor is required to pay a fee to the Bureau of labor and
Industries pursuant to the provisions of ORS 279.352 (2) and
section 5 (1), 1996 Oregon Laws. This fee is one-tenth of one
percent of the price of this contract, but not less than $ 100 nor
more than $5,000 regardless of the contract price.

NON-RESIDENT BIDDERS
In accordance with ORS 279.029, Bidders will be required to
indicate on the Bid Form whether or not the Bidder is an Oregon
resident.
CONTRACTOR’S REGISTRATION
Bids will not be considered, unless the Bidder is registered with
the Construction Contractors Board in accordance with the laws
of the State of Oregon.
FEDERAL GRANT REQUIREMENTS
This Project is being financed in whole or in part by a grant made
or insured by the United States Government acting through the
Community Development Block Grant, which will, therefore,
require approval by its representatives of all contracts, attach­
ments, and similar documents, all partial and final payments,
estimates, and change orders. The contract will be subject to
regulations of the U.S. Department of Housing and Urban
Development.
EQUAL OPPORTUNITY REQUIREMENTS
Bidders are required to comply with Executive Order 11246
related to Equal Employment Opportunity. The successful
Bidder will be required to use minority and female utilization
goals for the percentage of work hours performed in each craft
on the Project. Female utilization goal is 6.9 percent and minority
utilization goal is 2.4 percent. In accordance with Section 3 of the
Housing and Community Development Act, the Contractor will
be required, to the greatest extent feasible, to give opportunities
for training and employment to lower income residents of the
City of Eugene.
ASBESTOS ABATEMENT
Asbestos Abatement work will not be required on this Project.
W AGERATES
No Bid will be received or considered unless the Bid contains a
statement assuring the Bidder’s compliance with ORS 279.350,
which relates to payment of prevailing rates of wage.
PRE-BID CONFERENCE
A mandatory conference will be held to answer questions
regarding the Project. All interested General Contractors, Sub-
