•Sealed bids will be received at the Housing Authority of Portland
(HAP), 8910 N. Woolsey Avenue, Portland, Oregon 97203, unti
2:00 p.m., Thursday . July 16, 1998 for labor and materials to
renovate scattered housing units at Columbia Villa.
Shortly thereafter, bids will be opened and publicly read. No
bidder may withdraw their bid after the hour set for opening until
after the lapse of sixty (60) days from the bid opening.
The basic work consists of the following work at scattered units
in Columbia Villa
1. Removal of existing wood fencing and installation of chain link
fencing
2. Removal of existing wood siding and installation of new
concrete fiber exterior siding.
3. Removal of existing and installation of new vinyl windows.
4. Removal of existing and installation of new wood trim, corner
trim, and soffit material.
5. Removal of existing and installation of new painted metal
gutters and downspouts
Bid Documents are available at the HAP Office noted above. A
$50 (fifty) deposit for one set and $20 (twenty) for each additional
set is refundable when documents are returned within 10 days
after bid opening.
Attendance of bidders is Mandatory at a pre-bid tour of the
project commencing at the HAP Maintenance Office, address
above, at 10:00 a.m., Tuesday, June 30,1998 Questions posed
during the tour, not addressed in the documents, will be an­
swered by addendum.
Execution of an Affidavit of MBE participation (HAP) form 421 )
is required of each bidder in order to qualify each bidders bid.
The Housing Authority of Portland may reject any bid not in
compliance with the prescribed bidding procedures and require­
ments and may reject any or all bids and waive all informalities
if, in the judgment of HAP, it is in the public interest to do so.

RFP#226 - Demonstration and Innovative Projects for
Tobacco Prevention and Education
This RFP requests proposals for demonstration projects and
evaluation of new, innovative approaches to 1) the prevention
and control of tobacco use among youth and adults, 2) the
protection of children and adults from exposure to secondhand
smoke in Oregon, and 3) countering pro-tobacco influences.
Projects should have an application rather than a strict research
focus, and must use or test approaches that, if successful, could
be implemented on a more wide-scale basis. About $1 million
is available through this RFP for one- or two-year project.
Maximum funding for any single proposal will be $200,000.

RFP #228 - Statewide and Regional Tobacco Prevention
and Education Strategies for Racial/Ethnic Communities
in Oregon
This RFP requests proposals from nonprofit organizations with
minority status. Projects must focus on strategies among racial/
ethnic communities for 1 jpreventing and controlling tobacco
use among youth and adults, 2) protecting children and adults
from exposure to secondhand smoke, and 3) countering pro­
tobacco influences. The racial/ethnic communities that may be
targeted include, but are not limited to: African-American;
Hispanic/Latino; Asian/Pacific Islander; and American Indians
who do not reside in tribal service areas. Approximately $500,000
is available through this RFP. Both targeted, short-term projects
(with a completion date of 6/30/99), and project with longerterm
or ongoing potential may be funded. Projects must be regional
(two or more counties) or statewide in scope. A Proposers
Conference will be held for this RFP only, at the following date
