To Prepare A Development
Plan For Old Town/ChinaTown
The Portland Development Commission (“ PDC”) is soliciting
proposals from a Project Team for the purpose of preparing a
Development Plan for Old Town/Chinatown.
The successful Project Team will demonstrate expertise in
Project Management, architecture/urban design/urban plan­
ning, as well as traffic and transportation analyses. The selected
Team will work with PDC and the community to prepare a Plan
which responds to the considerable opportunities and chal­
lenges facing the Old Town/Chinatown neighborhood.
The proposals shall be submitted in accordance with the pro­
posal format outlined in the Request for Proposals (RFP). The
scope of work and additional conditions are described in greater
detail in the RFP packet available from:

REQUEST FOR PROPOSALS
Program Specialist for Commissioning in Public
Buildings
Deadline: June 26,1998
The Oregon Office of Energy has received funding from the
Northwest Energy Efficiency Alliance (the Alliance) to demon­
strate the benefits of commissioning public buildings in Oregon.
The desired result is that participating agencies adopt policies
that make commissioning standard practice.
The Office of Energy (OOE) seeks proposals from firms who are
qualified to work with facility and project managers, administra­
tors, and business managers to educate them on the nature and
benefits of commissioning, help them specify commissioning
services, hire commissioning agents, and provide assistance in
working with commissioning service providers on demonstra­
tion projects in Oregon. The firm selected will act as the Program
Specialist for the demonstration projects. After the projects are
completed, the Program Specialist will work with agency repre­
sentatives to draft policies requiring commissioning for future
projects and will support agency representatives in presenting
recommended policies to their governing bodies for approval.
The Program Specialist also will document each demonstration
project in a case study, using a format developed by OOE.
The Office of Energy plans to award a contract for an initial term
of approximately two and one-half years. Funding for the initial
contract is estimated to be $35,000 to $50,000 annually. The
proposed contract will allow for amendments, including but not
limited to time extensions, adjustments to the scope of work and
substantial increases to the amount of the contract.

receive proposals for:
Construction of the South Waterfront Park Project
Sealed bids for the construction of Lakeside Water District, Coos
County, Oregon, Phase I Water System Improvements - Water
Treatment Plant upgrades will be received by the District unti
2:00 P.M. Pacific Time, on July 1, 1998. Bids submitted prior to
opening are to be delivered to the District Recorder, P.O. Box
314,1000 North Lake Road, Lakeside, Oregon 97449.

at its office located at 1900 SW 4th Avenue, Suite 100, Portland,

The Work is estimated at $3 million and includes approximately
1200 feet of esplanade, 900 feet of rip rap, sidewalks, grading,
irrigation, landscaping, buildings and additional work all to be
performed in accordance with the Contract Documents issued
by the Portland Development Commission. A nonmandatory
prebid conference and tour will be held on June 16,1998 at 1:00
p.m. (PST) in the assembly room at PG&E Gas Transmission
NW, 2100 SW River Parkway. The RFP and other Contract
Documents may be picked up at the offices of the Portland
Development Commission by payment of a refundable deposit
of $50.00 (check or many order). Inquiries should be directed to

All proposers must file for prequalification no later than June 26,
1998, 1:30 p.m. (PST), in accordance with the RFP and ORS
279.039( 1), in one of the following City of Portland categories:
3 - Concrete Paving and Flatwork, 7 - Site Excavation and
Grading, 29 - Landscaping or 30 - Park Improvements. Prevail­
ing wage rates as set forth in the Contract Documents must be
paid on the Project. No proposal shall be considered by the
Commission unless the proposer is registered with the Con­
struction Contractors Board.
The Commission may reject any or all proposals upon a finding
of the Commission that it is in the public interest to do so.

The Regional Environmental Management Department of
Metro, a regional government organized under the laws of the
state of Oregon and the 1992 Metro Charter to provide services
for Multnomah, Clackamas and Washington Counties is re­
questing proposals from qualified firms for Database Program­
ming Services. The RFQ portion of the request will establish
qualified “on call” data base programming service providers.

One copy of the Contract Documents may be obtained by
prospective bidders upon receipt of cash or check in the amoun'

Prequalification forms may be obtained from the Engineer and
should be submitted to the Owner via the Engineer. If a
prequalification form is on file with the engineer and is not over
one year old, refiling is not necessary unless there has been a
substantial change in Contractor’s status.
No bid will be considered unless fully completed in the manner
provided in the “Instructions to Bidders” upon the bid form
provided by the Engineer and accompanied by a bid bond
executed in favor of the Lakeside Water District in an amount not
less than ten percent (10%) of the total amount of the bid. Bid
bond is to be forfeited as a fixed and liquidated damage should
the bidder neglect or refuse to enter into a contract and provide
suitable bond for the faithful performance of the work in the event
the contract is awarded them. Funds for the improvements are
available, and monthly payments will be made by check.
The successful Bidder must be registered, or shall become
registered, with the Construction Contractor’s Board or licensed
by the State Landscape Contractor’s Board as required by ORS
671.530. Bidder is not required to be licensed under ORS
468A.720.
The Contract is for public work subject to ORS 279.348 to
279.363. No bid will be received or considered by the Lakeside
W ater District or any officer thereof unless the bid contains a
statement by the Bidder as a part of their bid that the provisions
required by ORS 279.350 (relating to prevailing wages) shall be
included in this Contract.
Contracts awarded for this project will be financed with a grant
and loan from the Rural Development (formerly FmHA) branch
of the United States Department of Agriculture. Prior to any
Contract Award, compliance with all USDA/Rural Development
requirements will be verified. Similarly, all contracts, project
payments, change orders and associated paperwork will be
subject to USDA/Rural Development review and approval prior
o becoming effective.

President’s Executive Order No. 11246 concerning Equal Em­
ployment Opportunity (EEO), including all issued amendments
hereunder. The requirements for Bidders and Contractors

and may reject for good cause any and all bids upon the finding
