1998/99 Slurry Seal
Project No. 5098
Sealed proposals will be received by the Department of
Environmental Services at Gresham City Hall, 1333, N.W.
Eastman Parkway, Gresham, Oregon 97030, until May 20,
1998,9:00 a.m., local time, at which time they will be opened
for the 1998/99 Slurry Seal Project No. 5098.
The major quantities involved are as follows:
1308 (approximately) Tons
Application of Type II Slurry Seal
2224 (approximately) Tons
Application of Type III Slurry Seal
Contractor for this work shall furnish all labor at current U.S.
Department of Labor prevailing wage rates, materials and
equipment and services of all kinds to complete the work in
accordance with the plans and specification therefore.
Prior to obtaining plans and specifications, contractors
must be a holder of (as identified by the Department of
Environmental Services distribution list), or purchase ($50),
the current City of Gresham Public Works Standards (July
20,1993).
Plans and specifications may be examined at the office of the
Department of Environmental Services, 1333 N.W. Eastman
Parkway, Gresham, Oregon. Copies of said plans and speci­
fications may be obtained upon application to the Department
of Environmental Services and by positing a non-refundable
fee of $25 with the Department of Environmental Services for
each set of plans and specification requested. If plans and
specifications are ordered by mail, you must add a $5
processing and mailing charge. Questions concerning this
project should be addressed to John Harris, Transportation
Operations Supervisor, or Jim Clark, Project Manager, at
618-2626.
Contractors must prequalify for construction with the City of
Gresham, as required by the laws of the State of Oregon,
before the date of bid opening. Otherwise, their proposal may
not be given consideration.
Contractors shall obtain a City of Gresham business license
prior to commencing work.
All proposals must be submitted on the regular forms fur­
nished by the City of Gresham, addressed and mailed or
delivered to the Department of Environmental Services, City
of Gresham, 1333 N.W. Eastman Parkway, Gresham, Or­
egon 97030-3813 in a sealed envelope plainly marked,
“Sealed Bid on 1998/99 Slurry Seal Project No. 5098”,
bearing the name and address of the bidder. Each bid must
be accompanied by a certified check, cashier's check or bid
bond in an amount not less than ten percent (10) of the total
bid. A performance and payment corporate surety bond in the
full amount of the contract shall be required to guarantee
faithful performance of the terms of the contract at the time of
contract execution.
Each bid must contain a statement as to whether the bidder
is a resident bidder, as defined in ORS 279.029. In determin­
ing the lowest responsible bidder, the public contracting
agency shall, for the purpose of awarding the contract, add a
percent increase on the bid of a nonresident-bidder equal to
the percent, if any, of the preference given to that bidder in that
state in which the bidder resides.
Each bid must contain a statement by the bidder that the
provision of ORS 279.350 will be complied with.
Each bidder must file with his bid an affidavit of non-collusion.
The City of Gresham reserves the right to reject any and/or
all bids, waive informalities orto accept any bid which appears
to serve the best interests of the City.

Elephant Viewing Room

The Metro W ashington Park Zoo, a service of Metro, the
regional governm ent providing services in Multnomah,
Clackamas and W ashington Counties is requesting bids for
the elephant viewing room roof and upgrade of mechanical
systems at the Metro Washington Park Zoo. Work contem­
plated consists of removal of existing roofing, installation of
specific roof (Trenco or equivalent), mechanical, and related
components for the elephant viewing room.
A m andatory pre-bid conferences for prospective bidders
will be conducted at 1:30 p.m., May 14, 1998 in the Metro
Washington Park Zoo Facilities Management Resources Room
through Gate A, 4001 S. W. Canyon Road, Portland, Oregon
97221.
Sealed Bids are due no later than 2:00 p.m. Tuesday, May
2 6 ,199 8 at the Metro Washington Park Zoo, Administration
Conference Room A, Attn.: Allan Profit, Project Manager,
Facilities Management Division at 4001 SW Canyon Road,

Facilities Management Offices. Copies of the bidding docu­

Bids must conform to the RFB format and be complete
including the use of any forms. Metro may accept or reject any
or all bids, in whole or in part, or waive irregularities not affecting
substantial rights if such action is deemed in the public interest.
Work will be awarded under one (1) General Contract and wil
include mechanical, Electrical and Site Work. All bids must be a
lump sum basis; segregated bids will not be accepted.
Sealed bids will be received by the Community Planner at City
Hall, 444 SW 4th Street, Ontario, Oregon 97914 until June 3,
1998,11:00 a.m ., prevailing local time. Bids will be opened and
publicly read aloud at the time and place stated for receipt of bids.
Bids received after the time fixed for opening will not be consid­
ered. No Bid will be received or considered by the City of Ontario
unless the bid contains a statement by the Bidder that the
provisions of the Federal Labor Standards Provisions (HUD-
401 0) and Davis-Bacon Wage Rates will be complied with by the
Contractor and all Subcontractors. Each bid submitted mus
contain a statement as to whether the bidder is a RESIDENT
BIDDER, as defined in ORS 279.029.
Drawings and Project Manuals will be available at the office of
Design West Architects,. P.A., 9 Twelfth Ave. South, Nampa,
Idaho 83651 upon receipt of $75 per set for Licensed General
Contractors in the State of Oregon. General Contractors may
obtain additional sets or partial sets by paying the cost of
reproduction, which will not be refunded. Partial sets for Subcon­
tractors may be purchased from Design West Architects. P.A.
The Architect will provide from his office five (5) loaner sets
available for 72 hours on a first come first come first served basis.
Deposit for such sets shall be $100 which will be forfeited if sets
are not returned at the agreed upon time.
Bid security in the amount of five percent (5%) of the bid must
accompany each bid, in accordance with the Instructions to
Bidders, made payable to the City of Ontario. Performance Bond
and Labor and materials payment Bond in an amount equal to
one hundred percent (100)% of the contract amount will be
required within five (5) days after receipt of properly prepared
Agreement between Owner and Contractor. The owner reserves
the right to waive irregularities and to reject any or all bids.
No bidder may withdraw his bid after the hour set for opening
thereof, nor before award of Contract, unless award is delayed
for a period exceeding forty-five (45) days from the date of Bid
Opening. This project is funded in its entirety with federal grant
funds from the Oregon Community Development Block Grant
program. Bid proposals will be accepted from those contractors
only (prime contractors, subcontractors, and/or specialty con­
tractors) who, prior to the bid opening, must have a valid
Certificate of Registration with the Oregon Construction Con­
tractors Registration Board, under ORS 468.883. Additionally,
he Contractor and all Subcontractors must sign a Certification
Regarding Lobbying.
