Urges Defeat Of S.10

Leavell denounced a harsh juvenile
crime bill pending in the Senate, say
ing it represents a grave danger to
children.
Leavell urged Black newspapers
to oppose Senate Bill 10 and to join
the Black Community Crusade for
Children (BCCC) to push for its de
feat.
S. 10, will allow children as young
as young as 14 to be held in adult
jails. A similarbill has already passed
the House and election-year politics
could put the measure on a fast track
unless strong opposition is mobilized.
The BCCC is urging every parent,
grandparent, student, community,
and religious leader to speak out
against S.10.
“This bill must be stopped be
cause it will only accelerate the de
monizing, criminalization, imprison
m ent, and disem pow erm ent o f
America’s children — especially
Black and Hispanic youth,” said
BCCC National Director Barbara
Kelley-Sease.
If Passed, S. 10 will:
* Allow children, including those
as young as 14 and those arrested for
minor offenses, to be held in jails
with adults with little or no protec
tion. Children incarcerated with
adults are five times more likely to be
sexually assaulted and twice as likely
to be beaten by prison staff than
children in juvenile facilities.
* Allow records that now remain
sealed to follow children into adult
hood, robbing them ofjob prospects,
higher education, and citizenship
opportunities.
* Put young people in harm’s way
by requiring schools to expel chil
dren who get caught with cigarettes,
beer, or drugs for up to one year with
no provision for alternative educa
tion or substance abuse counseling.
* Offer no investment to prevent
crime or take any steps to keep guns
from getting into the hands of chil
dren, even though both strategies have
proven effective in reducingjuvenile
crime. The bill also fails to address
the disproportionate confinement of
minority children

Black religious, law enforcement,
community, and national leaders par
ticipated in the BC’CC’s recent Na
tional Lobby Day to defeat S.10.
They met with their Senators as well
as administration officials to urge
them not to support this cruel legisla
tion.
In the 1970’s, the Children’s De

gers of children in adult jails by vis
iting more than 400 jails in every
state.
“The safeguards adopted nearly a
quarter of a century ago are still
needed,” said Barbara Kelley-Sease.
“We must not return to the horrors of
the past.”
