The City of St. Helens is seeking statements of qualifications
(SOQ) from interested architects or architectural firms to
design final plans, bid specifications and other related docu
ments and do project management for the construction of a
domestic violence shelter that the City intends to build. Financ
ing of the project is in part through the Oregon Community
Development Block Grant Program. The balance of the fund
ing will be through a guaranteed loan and local contributions.
