Qualifications
The City of St. Helens is seeking statements of qualifications
(SOQ) from interested architects or architectural firms to
design final plans, bid specifications and other related docu­
ments and do project management for the construction of a
domestic violence shelter that the City intends to build. Financ­
ing of the project is in part through the Oregon Community
Development Block Grant Program. The balance of the fund­
ing will be through a guaranteed loan and local contributions.
