The Portland Development Commission (PDC) seeks a
qualified consultant (“Consultant”) to complete a Phase I
Environmental Site Assessment (ESA) within 3 weeks for Lot
#3, South Waterfront Redevelopment Area (SWF), Portland,
OR this parcel is bounded on the north and east by S.W.
Moddy Avenue, on the west by a railroad track and on the
south by PP&L Substation.
The ESA report must satisfy ASTM Standard Practice E
1527-94 for a Phase 1 ESA process, and a supplemental
Scope of W ork which involves review of relevant prior envi
ronmental site characterization findings on adjoining and
nearby SWF parcels, mostly in PDC files, and interviewing a
few key persons involved in such work. Report must sum ma
rize the current environmental condition and regulatory sta
tus of Lot #3 regarding possible soil and groundwater con
tamination, and recommend further investigation (Phase II) it
warranted.
