Sealed Proposals will be received at the Bureau of Purchases,
Room 1313, Portland Building, 1120 Fifth Ave., Portland, OR
97204, phone number (503) 823-6855, for the Columbia Slough
Consolidation Conduit Project, Construction Segment 2: Outfall
58 to I-5, until 2:00 PM on September 23,1997. Bids for this project
will be on a lump sum basis. A mandatory pre-bid conference will be
conducted at the time and place indicated on the cover of the
Specifications. Prospective bidders not represented at this meeting
will be considered to be non-responsive bidders.
The 144-inch ID portion of the Colum bia Slough Consolidation Conduit
Project consists of a combination sewerage conveyance and storage
pipeline with appurtenances, to be constructed between the Columbia
Boulevard W astewater Treatm ent Facility and I-5. The 144-inch
pipeline will have a total length of approxim ately 2 miles and is made
up of Construction Segment 1 to be constructed using primarily
conventional cut and cover methods, and construction Segment 2 to
be constructed primarily by tunneling.
Work performed through this Contract, Colum bia Slough Consolida­
tion Conduit: Construction Segment 2. will construct a facility 8,361
feet long. It will include, without limitation, construction of 7,976 linear
feet of tunnel, 7.955 linear feet of 144-inch diam eter tunnel permanent
liner, 150.72 linear feet of 144-inch reinforcedconcrete pipe, 199 linear
feet of 72-inch reinforced concrete pipe, and approximately 300 feet
of pipe of varying sizes and materials connecting structures and
existing sewerage facilities. The work includes compaction grouting
for settlement control and stabilization grouting. The work also in­
cludes four (4) hydraulic control structures that tie into an existing
parallel interceptor sewer. The inter-tie work involves making plugged
connections to the existing interceptor including tem porary bypass
facilities to keep active flow out of the new pipeline until a later date.
The work also includes demolition of an existing industrial building,
construction of a ventilation facility, and construction of a noise berm
of approximately 20.000 cubic yards along Colum bia Boulevard. The
Contractorshall perform all labor, and furnish all materials, equipment,
and all related utility modifications, traffic control, surface restoration,
environmental controls, settlement control and monitoring and other
work necessary to make each and every item complete for C onstruc­
tion Segment 2 as described in the Bid Documents.
Much of the foregoing work will require working with live sewers and
keeping them in operation during performance. The work will also
include appropriate abandonm ent of existing facilities taken out of
service and restoration of areas affected by the work.

On all construction projects the successful bidder will be required to
certify that it is in compliance with ORS 279.349 to 279.383 or with the
Davis Bacon Act. 40 USC 5 276a relative to prevailing wage rates,
whichever is specified in the bid documents. No bid will be received or
considered unless accompanied by a statement from the Bidder as part
of the Bid that as Contractor, it will conform with the provisions of ORS
27,217.

For this project, all bidders are required to be prequalified. Each bidder
on Construction Segment 2 must be prequalified by the City Engineer
in Class 33; Project Specific Tunnel W ork for an amount in excess of
its bid amount.
Bidders not prequalified in Class 33: Project Specific Tunnel W ork must
file a prequalification application at least forty-five (45) calendar days
prior to the due date for proposals noted above. Prequalification
application forms and instructions will be included in the bid docu­
ments Prequalification applications received less than forty-five (45)
calendar days prior to the proposal due date may, at the O w ner’s
option, be processed, but the applicant in failing to meet the foregoing
deadline waives all right of appeal of possible disqualification.
In accordance with Specification Section 01037, the City intends to
offer the Contractor and its subcontractors and opportunity to enter into
a cooperative partnership, structured to take advantage of the strengths
of each organization. The objective of the partnering arrangement is
the effective and efficient com pletion of the work, on time and to a
standard of quality that will be a source of pride to both the City and the
Contractor. Participation is voluntary and is not an evaluation factor for
award.
Escrow Bid documents shall be submitted by the three lowest bidders
in accordance with the Supplem entary General Conditions, Paragraph
12.03.
In accordance with the Supplem entary General Conditions Paragraph
12.03, the City and the Contractor will also mutually establish a Dispute
Review Board for this Project. The Board's duties shall include facilitat­
ing and assisting in the tim ely and equitable resolution of disputes
arising out of the Contract, which have not been resolved at the project
level within the time prescribed by the Contract documents. It is
intended that the Board's efforts will result in avoidance of litigation,
mitigation of delay and expense, and will assist in fostering good
relations and teamwork between the parties to the Contract.
