City Recorder, City Hall, Room 205, Salem, Oregon, until
but not after 11:00 a.m., July 30, 1997, at which time said
bids will be publicly opened and read aloud in the City Council
Chambers, Room 240, 555 Liberty Street SE, Salem, Or­
egon for the project specified therein.

quote on the following R&H project
PROJECT: KNOTT STREET TOWNHOMES
Location: Between Knott and Russell Streets, off Martin
Luther King Blvd.
Type: New construction of 42 unit attached townhomes
The proposed work consists of: placement of approximately
760 cubic yards of unclassified excavation, 320 cubic yards
of backfill, 220 cubic yards of Class 700 riprap, 460 cubic
yards of gabion construction, and appurtenant work.
Architect: Robert S. Leeb Architects
Plans, specifications and other bid documents may be in­
spected and obtained at the office of the City of Salem, Public
Works Department, 555 Liberty Street SE, Room 325, Sa­
lem, Oregon (503) 588-6211). The bidder shall not file the
book of “Standard Construction specifications” with his/her
bid.

Bids must be submitted on the proposal forms furnished to
the bidders. Proposals shall be submitted in a sealed enve­
lope plainly marked “ B id on the M ill C reek/M ill Race
Stream bank P ro te ctio n P ro je ct - Bid No.: 978049,” and
show the name and business address of the bidder.
Any objections to or com ments upon the bid specifications
must be subm itted in writing to the Public Works Depart­
ment, Room 325,555 Liberty Street, SE, Salem O R 97301 -
3503. They m ust be received no later than ten (10) working
(days before the bid opening date.
A surety bond, cashier’s check or certified check of the
bidder, in the amount of ten percent (10%) of the bid must be
attached to each proposal as security. Unsuccessful bidders
will have their security refunded to them when the contract
has been awarded.
No bid, Exceeding $2,000, will be received or considered by
the City of Salem or any of its officers unless the bid contains
a statement by the bidder (by signing his/her proposal) that
the provisions of the Davis-Bacon Act (40 U.S.C. 276a) shall
be included in his/her contract. Every Contractor or subcon­
tractor is required to post the applicable prevailing wage
rates in a conspicuous and accessible place in or about the
work-site forthe duration of the job. Contractors and subcon­

tractors who intentionally fail to post PWR can be made
ineligible to receive any public works contract for up to three

NOTE: This project is federally funded through the Commu­
nity Development Block Grant fund and all requirements of
that agency pertaining to bidding and contract performance
shall be strictly adhered to.
The City of Salem reserves the right to reject any or all bids,
to waive formalities and of postponing the award of the
contract for thirty (30) days. Prices quoted shall be firm for a
period of 30 days after closing date.
The attention of bidders is directed to the provisions of
Chapter 97, Salem Revised Code, concerning unlawful
employment practices. Violation of such provisions shall be
grounds for immediate termination of this contract without
recourse by the contractor.
Vendors shall use recyclable products to the maximum
extent economically feasible in the performance of the con­
tract work set forth in this document.
No bid for a construction contract shall be received or
considered by the public contracting agency unless the
bidder is registered with the Construction Contractors Board
or licensed by the State Landscape Contractors Board as
required by ORS 671.530.

County Workforce Training Center Phase II remodel as

This project is partially financed through the Community
Development Block Grant Program with funds obtained from
the U.S. Department of Housing and Urban Development
(HUD). The Contract will be subject to regulations of the
Department of Labor and Housing and Urban Development.
The College has determined drawings and specifications for

B. Project Description
The College, intends to enter into a contract with the success­
ful bidder for a contract to remodel approximately 7,550
square feet of existing office space into new classroom
areas. Area is an additional remodel to the present Portland
Community College office/classroom facilities at Capital
Center, 18624 N.W. Walker Road, Beaverton, Oregon 97006.
Space to be remodeled was previously leased to Tektronix
as an office/training facility. Cost for the remodel in question
is estimated to be approximately $350,000-.
