Radical W omen condem ns arson
at the Lovejoy Surgicenter, a clinic
where abortions are perform ed, in
Portland, Oregon.
This arson is the latest escala­
tio n o f in te rn a tio n a l rig h tw in g
cam paign aim ed at forcing women
back into the hom e—if not legally
through the courts, then illegally
th ro u g h b lo c k a d e s, b o m b in g s,
m urders and m aim ings o f wom en,
clinic defenders, staff, and abor­
tion doctors.
The local morning television news
reported that lovejoy and other clin-
ics that prov ide abortions, have been
harassed with bomb threats since
Saturday, May 17 by a caller identi­
fying him self as a member o f “the
M ilitia.”
But women will not be intimi­
dated, and we w on’t quickly return
to the days o f back-alley butchers or
forced motherhood.

Changes to Make Chronic N ui­
sance Ordinance More Effective
The City’s Chronic Nuisance O r­
dinance has worked so well that
Mayor Vera Katz and the Portland
Police Bureau are proposing changes
to make it even more effective. Katz
and the Commissioners will con­
sider merging the Specified Crime
Ordinance into the current Chronic
Nuisance Ordinance.
“The Chronic Nuisance O rdi­
nance has enabled us to em pow er
our citizens to help us shut down
drug houses and get rid o f problems
that negatively impact their quality
o f life,” said Katz. “We gave our
officers a tool to try to improve con­
ditions in the neighborhoods and
required them to come back and
report whether they had success. By
enacting this revised ordinance, we
recognize their outstanding success
in solving neighborhood problems
in an informal and effective way."
Last summer, the City merged
two separate ordinance to create the
Chronic Nuisance Ordinance. That
move broadened specific criminal
behaviors that could be addressed —
acts that affect neighborhood qual­
ity o f life — and expanded the area
for which a property owner is ac-
countable. Since that time, 103
properties have been flagged as
possible chronic nuisances, and 73
o f those have involved informal
contacts where an officer spoke to
the property owner and notified
them o f their problem. Out o f those
73 cases, 63 were solved after that
one contact.
Approval o f the new ordinance
would complete the consolidation
o f three sim ilar and sometimes
overlapping ordinances in to one,
by folding in procedures for prop­
erties where a specific criminal
activity was suspected at a chronic
nuisance property.

that Mr. G rant sexually abused a
13 year old child at his p lace o f
residence.
It was learned that M r. G rant
m et this child through a P ortland
m etropolitan “talk ” line.
A fter num erous telephone co n ­
versations, a trust relatio n sh ip d e­
veloped betw een Mr. G ran t and
the child.
Eventually, a m eeting took place
betw een Mr. G rant and the child.

Mr. G rant took the child to his
place o f residence where he then
sexually abused the child.
Subsequent investigation and a
search w arrant o f Mr. G ran t’s re si­
dence resulted in the listed charges.
Mr. G rant was lodged at the
M u ltn o m a h C o u n ty D e te n tio n
C enter.

On Tuesday, M ay 27, 1997, at
approximately 5:00 a.m., Portland
Fire Bureau members responded to
7320N. Vancouver Ave. on the scene
o f a residential duplex fire.
Fire Bureau members discovered
the badly burned bodies o f the three
residents o f the location.
After initial review P.F.B. Arson
investigators were called to the scene.
The bodies were primarily exam­
ined at the State Medical Examiners
Office and all were discovered to have
been shot.
Portland Police Homicide Detec­
tives were called to the scene. This
case is being investigated as a triple
homicide.
A gun was located inside the du­
plex, but it is unknown if it was the
weapon used in the crime. No motives
or suspects are known at this time.
Deceased are Michael D. Savage,
white male, DOB 11-13-43, Alvera
Savage, white female, DOB 04-13-
47, and John Savage, white male, 10
years o f age.

Early morning homicide
On W ednesday, May 28,1997, at
approximately 3:30 a.m., Portland
Police Officers were summoned to
N. Albina Avenue and N. Webster
Street on a “shots fired” call. The
callers stated they heard multiple
shots fired and then the sound o f a
crashing car. Officers arrived to find
multiple shell casings on the ground,
but no subjects. A short time later a
vehicle arrived at Emanuel Hospital
containing two people. A female
passenger was dead on arrival, the
male was suffering from gunshot
wounds.
It appears that the victims vehicle
was stopped on N. Albina Avenue,
ta lk in g to so m eo n e, w hen the
suspect(s) approached by vehicle
from the opposite direction.
The suspect(s) proceeded to fire
multiple rounds into the victims ve­
hicle. The victims were driven to the
hospital by a third party. Motives for
this shooting are not known at this
time. No suspects have been identi­
fied.
Decreased is Wendy K. Lim, white
female, DOB M arch 25, 1963. Shot
and wounded was Harold D. Jones,
black male, DOB March 5, 1951.
Both are residents o f North Port­
land.
Investigative-Sergeants K. Tay­
lor and K. Perry are assigned to the
case.
Law Enforcement and Corrections records merged
On W ednesday, May 28, the
Law Enforcement Records unit lo­
cated at the H ansen B uilding,
12240 NE Glisan, will merge with
the Correction’s Record unit.
The new unit will be located in
room 209 o f the Justice Center.
The public information num ber for
this new unit will be 248-3689.
The consolidation o f these two
functions will save over $500,000
annually. In addition, the S h e riffs
Office will begin using PPDS (Port­
land Police Data System) which will
provide data consistency between
law enforcem ent and corrections
agencies in the area.
According to Commander Jackie
Jamieson, “This move will provide
more efficient, cost-effective services
to the citizens o f Multnomah County.
It will allow agencies through­
out the area to share inform ation
as well as reduce duplication o f
data entry. This is in ev ery o n e’s
best interest.”
As a result o f this move, the
H ansen B uilding at 12240 NE
Glisan, will no longer have 24 hour
public access.
Office hours will be 8:00 a m. to
5:00 p.m., Monday through Friday
A phone with a direct line to 911 will
be located near the entrance o f the
Hansen Building for citizens need­
ing emergency assistance.
