Each bid must contain a statement whether bidder is a
resident bidder, as defined in ORS 279.029.
Pre-qualifications of bidder may be required pursuant to
the Multnomah County Public Contract Review Board Ad­

The Oregon State Bar Affirmative Action Program requests
proposals for em ployment search preparation assistance to
increase employment opportunities for minority attorneys
Purpose Of Program: The Minority Attorney Employment
Project will assist em ployment program participants in as­
sessing skills and interests, needs related to interviewing,
resume preparation and other issues related to a successfu
job search. The program will be offered at no charge to
employers and participants.
Expected Program Outcomes: Minority law school gradu
ates and attorneys referred to the program will receive job
search assistance and preparation for employment inter­
views. Monthly and annual progress reports will be expected.
Proposals Must Include Detailed Information on The Follow­
ing:
‘ Knowledge of O regon’s legal community.
‘ Experience with affirmative action and cultural di­
versity programs.
‘ Indication of weekly or monthly time commitment
estimated to accom plish the program results. Please
note that more time may be required up front to get
the program going.
* A descriptive statement on how you would measure
success in meeting the program goals.
* An implementation plan for approaching and ac
complishing the program goals, including a descrip­
tion of the methods used to teach employment job
skills.
* Other qualifying factors, prior experience, and
references.

Cripple Creek Bridge - F.D.R. No. 4630 Section of the
Clackam as Highway (OR 224) in Clackamas County begin­
ning approx. 22.10 miles southeast of Estacada. 14% DBE
goal. DBE subject o Com m ercially Useful Function (CUF)
requirements. Earthwork and Drainage. This project con­
tains asphalt and fuel escalation clauses. A mandatory
prebid meeting will be held at 10-:00 a.m. on May 8,1997 at
the project m anagers office, 3700 S.E. 92nd Ave. in Port­
land, Oregon. This project is to be constructed under the
1996 Standard Specifications for Highway Construction.

The work shall consist of supplying all labor, equipment and
materials necessary to construct the following improvements:
The installation of a fully actuated eight-phase traffic signal at
the intersection of North River Road and Claggett Street in the
City of Keizer as shown on the plans and is described in the
detailed specifications. The work to be done is located within
the City of Keizer.
Basis of Award
The basis of award will be by lump sum for complete, in place
installation of all improvements identified in the contract docu­
ments and acknowledged in the signed bid proposal.
In determination of the low bid, City of Keizer shall grant a
percentage preference to resident contractors if they are
competing with a contractors) from a state which in turn grants
a percentage preference to its own resident contractors.
Bidders must list their state of residence.
The City of Keizer reserves the right to reject for good cause,
any or all bids, waive formalities, or to accept any bid which
appears to serve the best interests of the city.
