Programs provided under this JTPA Plan promote individual
self-sufficiency and a skilled workforce by eliminating barriers
to productive employment. A mix of activities, including basic
skills training, customized training and on-the-job training, will
provide at least 514 economically disadvantaged youth who
are residents of Multnomah and Washington Counties and
the City of Portland. The Private Industry Council will imple
ment the JTPA waivers recently granted by the Department
of Labor.

Deterrent Fence project will be received at the office of the
Manager, Contracts and Procurement, of The Port of Port
land, 700 N.E. Multnomah Street, 15th floor, Portland, Or

Disadvantaged Business Enterprise (DBE) Program:
Bidders are required to show that small subcontractors,
suppliers, or manufacturers which have been certified by the
Oregon State Office of Minority, Women, and Emerging
Small Business as disadvantaged, minority, or women busi
ness enterprises (collectively “Disadvantaged Business En
terprises" or "DBEs") will participate in not less than 20
percent of the total dollar amount bid.
Description of Work:
Furnish and install approximately 36,500 linear feet of chain
link fabric buried in the ground and fastened to an existing
chain link fence so as to form a continuous barrier; construct
reinforced concrete pads at existing gates and apply weed
control material on areas disturbed by the installation of the
underground fabric. Necessary utility locates form part of the
scope of this project.
A prebid conference will be held on May 1,1997 at 2:00 p.m.
at the Construction Office at 5506 N.E. Marine Drive to
discuss all phases of the work. A tour of the project site will
follow the meeting.

Bid must be on the bid form which will be provided to
prospective bidders and must be accompanied by a certified
or cashier’s check drawn on a United States bank or a bid

tary of Labor, as included in the contract documents.
