required by ORS 671.530.
No bid will be considered unless accompanied by a surety
bond, certified check, or a cashiers check payable to
Multnomah County for the amount equal to ten percent
(10%) of the aggregate proposal. The successful bidder
shall furnish a bond satisfactory to the board in the full
amount of the contract.
Multnomah County reserves the right to reject any bid not in
compliance with all prescribed public bidding procedures
and requirements, and may reject for good cause any or all

Request For Proposals
PDC is requesting proposals for the development of 102
units of rental housing affordable to low income individuals.
Respondents are to identify and experienced, qualified
development team with site control of a suitable, downtown
development site. New construction and/or rehabilitation of
vacant multifamily housing are eligible. Non profit or for-
profit entities may participate and $1.5 million in public funds
is earmarked for the project.

1997 Job Training Plan Public Notice
The Private Industry Council, serving Multnomah and W ash
ington Counties and the City of Portland, is currently plan
ning a modification to its Job Training Plan to include
Program Year 1997 (July 1, 1997 - June 30, 1998). Esti
mated basic allocation of the Job Training Partnership Act
(JTPA) funding to The Private Industry Council is approxi
mately $4,739,695 for Titles ll-A, ll-B, ll-C, and III. The
Private Industry Council is authorized to administer the
JTPA.
Programs provided under this JTPA Plan promote indi
vidual self-sufficiency and a skilled workforce by eliminating
barriers to productive employment. A mix of activities,
including basic skills training, customized training and on-
the-job training, will be provided to low-income youth and
adults who are residents of Multnomah and Washington
Counties and the City of Portland. The Private Industry
Council will implement the JTPA waivers recently granted
by the US Department of Labor.

Request For Proposals The City of Portland Bureau of
Environmental Services requests proposals from Video
Production Companies to develop informational video
tapes.
A complete description of the project, specific require
ments and evaluation criteria for the proposal may be

Notice To Contractors
Sealed bids for the remodel of a residential shelter facility in
Deschutes County will be received from interested contrac
tors by Deschutes County, attention Susan Mayea, Pro
gram Manager; Department of Administrative Services;

prevailing local time on Friday, May 2, 1997. Bids will be

A preconstruction meeting will be held with the successful
contractor at the above-mentioned location on Tuesday,
May 27, 1997, at 3 p.m.
In general, the Project is com prised of the remodel to add
1189 square feet to a single story residential shelter facility
of wood frame construction. The building construction esti
mate is $90,000. The Project is located in the city limits of
Bend, Oregon.

One copy of the Contract Documents may be obtained by
prospective bidders upon receipt of cash or check in the

Bidders must prequalify with Owner, on Standard Oregon

licensed by the State Landscape Contractor’s Board as

Special Requirements
Community Development Act. W ork to performed under this
contract will be financed with a grant from the United States
and the Department of Housing and Urban Development
(HUD) through the Oregon Comm unity Development Block
Grant Program (OCDBG), administered by the Oregon
Economic Development Departm ent (OEDD) of the State of
Oregon. Neither the United States nor any of its depart
ments, agencies, or em ployees is or will be a party of this
Invitation to Bid or any resulting contract. This procurement
will be subject to regulations contained in 24 CFR.
Equal Employment Opportunity. Bidders on this work, will
be required to comply with the provisions of the President’s
Executive Order No. 11245 concerning equal employment
