The University of Oregon is seeking inquiries from qualified
architectural firms interested in providing design services for
a Recreation and Fitness Center on its campus in Eugene.
The selection and retention of the consultant will be accom­
plished in accordance with the Oregon State Board of Higher
Education's Administrative Rule OAR 580-50-020
Briefly, this $18 million project is envisioned as providing for
renovation and enhancement of about half of the existing
indoor recreational activity facilities (approximately 49,000
gsf), construction of new indoor facilities (approximately
51,000 gsf) and conversion of two outdoor playing fields to
artificial turf with night lighting.

Sealed bids will be received at The Housing Authority of
Portland (HAP), 8910 N. W oolsey Avenue, Portland, O re­
gon 97203, until 2:00 p .m ., W ednesday, January 29, 1997
or labor, materials, and services to construct a single story
educational and administrative facility located within the
Columbia Villa district. Shortly thereafter, bids will be opened
and publicly read. No bidder may withdraw their bid after the
hour set for opening until after the lapse of sixty (60) days
from the bid opening.
The basic work consists of wood framing structure on post
& beam construction, Pre-fabricated structural roof framing,
cast-in-place concrete, metal fabrication, building insula­
tion, gypsum sheathing, pre-formed metal roofing, vinyl
siding, steel/wood doors and frames, aluminum windows,
carpeting, resilient flooring, painting, plastic laminated case­
work, residential casework, minor site demolition, rough
grading, excavating, backfilling, compacting, concrete/as-
phaltic paving, site storm/sanitary sewer system, landscap­
ing, and noted but not limited to mechanical/electrical sys­
tems.

A $50 (fifty) deposit for one set and $20 (twenty) for each
additional set is refundable when documents are returned
within 10 days after bid opening.
Attendance of bidders is requested at a pre-bid meeting of
the project commencing at the HAP Maintenance Office,
address above, a t 10:00 a.m. Thursday, January 16, 199Z-
Questions posed during the meeting, not addressed in the
documents, will be answered by addendum.
The Housing Authority of Portland may reject any bid not in
com pliance with the prescribed bidding procedures and
requirements and may reject any or all bids and waive al
inform alities if, in the judgm ent of HAP, it is in the public

Invitation to Bid
The Oregon Lottery is seeking contractors to bid on the
construction of Backlit signs. The Lottery will need 1000-3000
units. The estimated value is over $50.000. Only one contrac­
tor will be selected.
All bids must confirm to Lottery Drawings and specifications
including UL approval. The overall dimensions are 15"w X 6 h
X 8-1/2"d.
The winning bidder will be required to submit a sample unit for
inspection The sample must be delivered to the Lottery within
ten days of the bid selection. If the sample unit does not meet
construction specifications, the Lottery will select the next
lowest bidder until a satisfactory sample is received.
All bidders will be subject to a security disclosure and back-
qround investigation. All bids must be accompanied by com ­
pleted disclosure forms. If the Lottery discovers an omission
or error in the disclosure forms, the bidder will be notified and
a correction will be required within five (5) days.
The Lottery reserves the right to reject any and all bids and
may choose to rebid if the Lottery determines it is in its best
interest to do so. The successful bidder will have the lowest
cost while confirming to Lottery specifications. Bid awards
must be approved by the Lottery Commission and Lottery

Each bid submitted must contain a statement as to whether
the bidder is a Resident Bidder, as defined in ORS 279.029.
All Contractors and Subcontractors must have a valid Certif­
icate of Registration with the Construction Contractors Reg­
istration Board, under ORS 468.883. Additionally all Contrac­
tors and Subcontractors must sign a Certificate Regarding
Lobbying.
The City of Ontario may reject any bid not in compliance with

and may reject for good cause any or all bids upon a finding
