Marketing of Energy Efficient Windows
Program Coordination and Promotion
DEADLINE: January 24, 1997
The Oregon Department of Energy invites proposals from
firms and individuals qualified to provide program coordina­
tion and promotion services for introduction of the Northwest
Energy Efficient W indow Program to homebuyers and the
housing industry.
The work will include program development, building part­
nerships, training, market research and marketing. The
consultant selected will work with the Department, window
and skylight manufacturers, builders, architects, window
suppliers, and utility representatives.
Some travel within the Northwest will be necessary. The
initial period of the proposed contract is from February 1997
to June 1997. The Department anticipates that this program
will be 100% federally funded.

Sealed bids will be received at The Housing Authority of
Portland (HAP), 8910 N. W oolsey Avenue, Portland, Ore­
gon 97203, until 2:00 p.m., Wednesday, January 29, 1997
for labor, materials, and services to construct a single story
educational and administrative facility located within the
Columbia Villa district. Shortly thereafter, bids will be opened
and publicly read. No bidder may withdraw their bid after the
hour set for opening until after the lapse of sixty (60) days
from the bid opening.
The basic work consists of wood framing structure on post
& beam construction, Pre-fabricated structural roof framing,
cast-in-place concrete, metal fabrication, building insula­
tion, gypsum sheathing, pre-formed metal roofing, vinyl
siding, steel/wood doors and frames, aluminum windows,
carpeting, resilient flooring, painting, plastic laminated case­
work, residential casework, minor site demolition, rough
grading, excavating, backfilling, compacting, concrete/as-
phaltic paving, site storm/sanitary sewer system, landscap­
ing, and noted but not limited to mechanical/electrical sys­
tems.
Bid documents are available at the HAP Office noted above.
A $50 (fifty) deposit for one set and $20 (twenty) for each
additional set is refundable when documents are returned
within 10 days after bid opening.
Attendance of bidders is requested at a pre-bid meeting of
the project commencing at the HAP Maintenance Office,
address above, at 10:00 a.m. Thursday, January 16, 1997.
Questions posed during the meeting, not addressed in the
documents, will be answered by addendum.
The Housing Authority of Portland may reject any bid not in
compliance with the prescribed bidding procedures and
requirements and may reject any or all bids and waive all

Sealed bids are requested for labor and materials to reno­
vate rental units for The Housing Authority of Washington
County (HAWC). Bids will be received at the Department of
Housing Services (Housing Authority of Washington Coun­
ty) offices, 111 NE Lincoln St. #200-L, Hillsboro, Oregon
97124, until 2:00 p.m. on Monday, the 27th day of Janu­
ary, 1997. Shortly thereafter, bids will be opened and
publicly read. Bids submitted after2:00 on Monday, the
27th day of January, 1997 will be returned unopened. Bids

The basic work consists of; 1.) removing and replacing
sidewalks, curbs and driveways, 2.) remove and replace
roofing, 3.) replace gutters, and 4.) flooring replacement.
Bidding will be on a unit cost basis to provide services over
a period of two years. Total value of work to be performed is
estimated at $300,000. No guarantee of the total quantity of
work under this contract is implied. Work is to be area
consumer Price index every six months from the date of the
execution of the contract. The locations in Washington
County where the work is to be performed will be identified
later. Contractors may bid on all, or any subcontract portion,
of the specified work. The proposed forms of contract
documents, are on file at the offices of the Washington
County DHS at 111 NE Lincoln St. #200-L, Hillsboro, Ore­
gon 97124,503/693-4794. Copies of the documents may be
obtained by making a non-refundable deposit ott5.00 (no
cash please) with the HAWC for each set of documents
requested. Bid documents may be obtained at the DHS
offices, or mail, or by calling the DHS at (503) 693-4794.
A certified check or bank draft (payable to Housing Authority
of Washington County), U.S. Government bonds, or a
satisfactory bid bond executed by the bidder and acceptable
sureties in an amount equal to 5 percent of the bid shall be
submitted with each bid. The successful bidder will be
required to furnish and pay for a satisfactory performance
and payment bond in a penal sum of 100 percent of the
contract price.
As required by state law, attention is called to the following:
1. Provisions for equal employment opportunity, and pay­
ment of not less than the minimum salaries and wages, as
set forth in the specifications, must be paid on this project.
No bid will be considered by the agency unless the bid
contains a statement by the bidder as a part of the bid, that
the provisions of this requirement are to be complied with.
2. No bid for a construction contract shall be received or
considered unless the bidder is registered with the Con­
struction Contractors Board or licensed by the State Land­
scape Contractors Board as required by ORS 671.530.
No bid shall be withdrawn for a period of 90 days subsequent
to the opening of bids without the consent of the Department
of Housing Services and/or the Housing Authority of Wash­
