Sealed bids for the Seafood Processing Facility Rehabilitation
for the City of Depoe Bay, Lincoln County, Oregon, will be
received by the City until 3:00 P.M., Pacific Time, on Thursday,
October 10, 1996. Bids submitted prior to opening are to be
delivered to the City Hall, Depoe Bay, Oregon. Bid opening will
be in the City Council Chambers.

I Sealed bids will be received by the Purchasing Agent of the City
of Vancouver, Washington, up to the hour of 11.00 a.m., Pacific
Time, Monday, October 14, 1996, and publicly opened and
read aloud at 11:00 a.m. on the same day in the Council
I Chambers on the First Floor of City Hall, 210 East 13th Street,

The construction of pedestrian ramps, sidewalks, curbs,
and associated work as shown on the plans for Project No.
Z9558, Sidewalk Improvements for the Hough Neigh­
borhood:
Approximate Quantities: 330 S.Y. Remove Cement Con­
crete Sidewalk, 130 S. Y. Cement Concrete Sidewalk, 345
L.F. Sawcutting, 170 S.Y. Interlocking Concrete Pavers,
Crown and Root Pruning for 19 trees, 50 S.Y. Cement
Concrete driveway, 55 L.F. Cement Concrete Curb, among
other items required.
Please note that in order to minimize disruption to the
neighborhoods involved, no more than one block (be­
tween cross streets) at a time may be constructed.
I Bids shall be in accordance with the specifications and other
contract documents on file in Contract Administration, Lower
Level, City Hall, phone (360) 696-8181, where copies may be
obtained. Bid results may be obtained the morning after the bid
opening by calling (360) 696-8125.
This project is financed through the Community Development
Block Grant program with funds obtained from the U.S. Depart­
ment of Housing and Urban Development. The Contract will be
subject to regulations of the Department of Labor and Housing
and Urban Development.
Attention is called to Federal Provisions for Equal Employment
Opportunity, HUD Section 3 requirements, and the minimum
wages as set forth in the Contract Documents.
All bids shall be addressed to the attention of the Purchasing
Agent, Vancouver City Hall, 210 East 13th Street, P. O. Box
' 1995, Vancouver, Washington 98668. All bids delivered shall
I be delivered to the Purchasing Agent, Lower Level, City Hall,
210 East 13th Street. Bids shall be placed in an envelope which
is sealed and which clearly states the name of the bidder, the
date of the bid opening, and appropriate wording to indicate
definitely the nature of the contents. Do not send bids by Fax.
Bids submitted via Fax will not be accepted.
The following is applicable to federal-aid projects. The City of
Vancouver, in accordance with Title VI of the Civil Rights Act
of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000-4 and Title 49,
Code of Federal Regulations, Department of Transportation,
subtitle A, Office of the Secretary, Part 21, non-discrimination
in federally assisted programs of the Department of Transpor­
tation issued pursuant to such Act, hereby notifies all bidders
that it will affirmatively insure that in any contract entered into
pursuant to this advertisement, minority business enterprises
will be afforded full opportunity to submit bids in response to
this invitation and will not be discriminated against on the
grounds of race, color or national origin in consideration for an
award.

No bid will be considered unless fully completed in the manner
provided in the “Instructions to Bidders” upon the bid form
provided by the Architect and accompanied by a bid bond
executed in favor of the City of Depoe Bay in an amount not less
| than ten percent (10%) of the total amount of the bid. Bid bond
is to be forfeited as a fixed and liquidated damage should the
bidder neglect or refuse to enter into a contract and provide
suitable bond for the faithful performance of the work in the
event the contract is awarded them. Funds for the improve­
ments are available, and monthly payments will be made by
check.
The successful Bidder must be registered, or shall become
registered, with the Construction Contractor’s Board as re­
quired by ORS 671.530. Bidder is not required to be licensed
under
ORS 468A.720.
The Contract is for public work subject to ORS 279.348 to
279.363. No bid will be received or considered by Depoe Bay
or any officer thereof unless the bid contains a statement by the
Bidder as a part of their bid that the provisions required by
ORS 279.350 (relating to prevailing wages) shall be included
in the Contract.
Bidders on this work will be required to comply with the
provisions of the President’s Executive Order No. 11246 con-
Icerning equal employment opportunity, including all amend­
ments and requirements issued thereunder. The requirements
for Bidders and Contractors under this Order are explained in
the Contract Documents.
Any Contract award under this Notice to Contractors is ex­
pected to be funded by a grant from the United States Depart­
ment of Agriculture through the Rural Development, Neither
the United States nor any of its departments, agencies, or
employees is or will be a party to this Notice to Contractors of
any resulting contract. This procurement will be subject to
regulation contained in Part 33 procurement Under Assistance
| Agreements. Contracts are subject to 40 CFR relations.
The City of Depoe Bay may reject any bid not in compliance
with all prescribed public bidding procedures and require­
ments, and may reject for good cause any and all bids upon the
finding of the City of Depoe Bay that it is in the public interest
to do so. No Bidder may withdraw or modify their bid after the
I hour set for the opening and thereafter until the lapse of ninety
(90) days from the bid opening.

To Represent Metro Before the 1997 Session of the
Oregon Legislature
The Office of the Executive of Metro, on behalf of the Metro
council, a metropolitan service district organized under the
laws of the State of Oregon and the 1992 Metro Charter,
located at 600 NE Grand Avenue, Portland, Oregon 97232-
2736, is requesting proposals for a personal services contract
to represent Metro before the 1997 session of the Oregon
Legislature. Proposals will be due no later than 5:00 PM,
October 4, 1996 in Metro's business office at 600 NE Grand
Avenue, Portland, Oregon 97232-2736. Details concerning the
project and proposal are contained in the Request for Proposal
(RFP).
Proposals must be submitted in sealed envelopes which clearly
identify the services as stated in the RFP. That RFP represents
the most definitive statement Metro will make and is available
