Sealed bids are requested for labor and materials to reno­
vate rental units for the Housing Authority of Washington
County (HAWC). Bids will be received at the Department of
Housing Services (Housing Authority of Washington Coun­
ty) offices, 111 NE Lincoln St. #200-L, Hillsboro, Oregon
97124, until 2:00 p.m., on the 12th day of July 1996, shortly
thereafter, bids will be opened and publicly read. Interested
parties are welcome to attend. Bids submitted after that time
will be returned unopened. Bids should be addressed to;
Steve Nicholas, Washington County Dept. of Housing Ser­
vices.
The basic work consists of cleaning and/or painting interiors
of 30 to 45 housing units annually. The Contract is for two
years. The estimated construction cost is $25,000. The
proposed forms of contract documents, are on file at the
offices of the Washington County DHS at 111 NE Lincoln St.
#200-L, Hillsboro, Oregon 97124, 503/693-4794. Copies
can be obtained by calling Steve Nicholas at 693-4440.
A Pre-Bid conference (Site Examination) will be held at
sample sites starting at 10:00 a.m. on July 19, 1996 (atten­
dance is not mandatory). Interested parties should contact

A certified check or bank draft, payable to Housing Authority
of Washington County, U.S. Government Bonds, or a satis­
factory bid bond executed by the bidder and acceptable
sureties in an amount equal to 5 percent of the bid shall be
submitted with each bid. The successful bidder will be
required to furnish and pay for a satisfactory performance
and payment bond in a penal sum of 100 percent of the
contract price.
Request For Statement Of
Qualifications
The City of Portland Bureau of Transportation, Engineering
& Development is seeking Statements of Qualifications
(SOQ) from qualified consultants and consultant teams with
demonstrated experience in: group facilitation and public
participation, environmental services relating to hazardous
substance cleanup and brownfield redevelopment, com put­
er applications, and educational curriculum development.
The consultant or consultant team shall assist the Bureau
with professional services to im plem ent the Portland
Brownfield Initiative under the U.S. Environmental Protec­
tion Agency’s (EPA) Brownfields Economic Redevelopment
Initiative.

including specific requirements and evaluation criteria for

SOQs shall be received at that office until 5 p.m., June 21,
1996.
SOQs shall be reviewed by a consultant selection committee
in accordance with Chapter 5.68 of City Code. Interviews
may be held with the highest rated firms.
2. ) No bid for a construction contract shall be received or
considered unless the bidder is registered with the Construc­
tion Contractors Board or licensed by the State Landscape
Contractors Board as required by ORS 671.530.
Consultants shall be required to conform to the City MBE/
WBE and Equal Employment Opportunity Programs. The
City of Portland is committed to increasing contracting,
subcontracting and employment opportunities for minority
and women owned businesses. Consultants are required to
evaluate project specifications in endeavoring to maximize
use of MBE and WBE firms. Consultants are encouraged to
conduct pre-bid conferences and are advised to investigate
all potential sources of MBE and WBE participation, includ­
ing suppliers of materials, services, and equipment. Con­
sultants identifying subcontracting opportunities are required
to maximize outreach to m inority and women owned firms in
fulfilling these subcontracting needs.
The Board of County Commissioners for the Housing Authority
of Washington County reserves the right to reject any or all bids
or to waive any informalities in the bidding. No bid shall be
withdrawn for a period of 60 days subsequent to the opening of
bids without the consent of the Department of Housing Services
and/or the Housing of Washington County.

For Professional Services
The University of Oregon is seeking inquiries from qualified
architectural firms interested in providing design services for
an Indoor Practice Facility, a Soccer Field and spectator
area, and additional practice fields near Autzen Stadium in
Eugene. The selection and retention of the consultant will be
accomplished in accordance with the Oregon State Board of
Higher Education’s Administrative Rule OAR 580-50-020.
Briefly, this project is envisioned as a 130,000 square-foot
indoor practice facility for intercollegiate athletics. In addition
to the indoor field, the building will contain a lobby/control
room, kitchen, training room, team and public restrooms, an
equipment storage room, a field maintenance storage room,
and space for custodial, mechanical, and electrical services.
A natural grass soccer field with spectator viewing areas,
additional grass practice fields, and other site development
will be included as a part of this project.
