PDC Approves
Housing Projects
Five o f the nine housing units
will be affordable to families earn­
ing between 40 to 50 percent for the
median family income (MFI). The
other four units will be affordable
to 50 to 60 percent o f MFI.
PDC will provide $402,000 in
loans and equity gap financing for
the $1,138,000 project. In addi­
tion, PDC will provide a $50,000
loan through the Business Assis­
tance Program for the commercial
portion o f the project. O ther fi­
nancing is to be provided by US
National Bank, grants from the
Housing Trust Fund and Neighbor­
hood Partnership Fund and a com ­
bination o f residential and com­
mercial financing provided by the
Livable City Housing Investment
Fund.
The land for the project is being
donated through Multnomah Coun­
ty 's Affordable Housing Develop­
ment Program
“ Both projects support the Liv­
able City Housing Initiative to build
50,000 new affordable housing units
within the City in close proximity to
major transit corridors by the year
2014,” said PDC Executive Direc­
tor, Jan Burreson. “The projects
also respond well to the policies,
goals and objectives o f the Albina
Community Plan,” she added.
PDC’s Rental Housing Devel­
opment Loan Program offers low-
interest loans to qualifying non­
profit organizations providing spe­
cial needs housing or services to
special needs populations.
PDC is the city’s agency for
housing urban renewal, and eco­
nomic and workforce development.

Chairman o f the Retail Council for
New America Network, announced

The 300-member Retail Council's
primary responsibilities include pro­
viding quality service to retailers,
landlords, and developers through­
out the top 150 U.S. markets; a plat­
form for nationwide interaction be­
tween retail specialists; and enhanc­
ing business development among the
members.
Norris, Beggs & Simpson has been
a member o f NAN since 1982 and
Gallagher has been an active partic­
ipant on the Retail Council since
1988. Gallagher has extensive ex­
pertise in retail leasing and sales. He
is a member o f the I ntemational Coun-
cil o f Shopping Centers, Portland,
Oregon Board o f Realtors, and Na­
tional Association o f Realtors.
New America Network, based in
Hightstown, New Jersey, is the N a­
tion’s largest organization o f inde­
pendent industrial and commercial
real estate professionals. The organi­
zation operates a network o f over
15 1 member firms serving over 210

The guide includes tips on crime
prevention, personal and child safe­
ty, home and auto security, graffiti
removal and more. It also helps
readers understand and respond to
alcohol and drug abuse, domestic
violence and gang activity.
The guide includes descriptions
o f crime prevention services avail­
able from community agencies. The
focus is on Southeast Portland, with
an attachment listing similar agen­
cies in other parts o f town. Phone
numbers for the Southeast agencies
are in Vietnamese, Spanish, Rus­
sian and English.

The Guide is part o f REACH’S
Belmont Action Plan, a grass-roots
program to strengthen the neighbor­
hood around Belmont Street between
28th and 39th Avenues.

bedroom units.

The Anthony and Wendy Nabors
family was selected by Portland Hab­
itat for Humanity. Families are cho­
sen based on need, income, and their
ability to repay a zero-interest mort­
gage and their willingness to invest
hundreds o f hours o f labor to help
build the house.
The “Building A Wonderful Life”
program was inspired by the key
messages o f philanthropy and com ­
munity giving found in the classic
holiday movie, It’s a Wonderful Life.
The program was launched by Tar­
get during the 1993 holiday season.

Rosenbaum Plaza Open House
The Housing Authority o f Port­
land invites you to attend an open
• house reception at the Rosenbaum
Plaza Thursday, April 25, 1996 at 3
p.m. 1218 SW Washington. The
open house will begin will a recogni­
tion ceremony.
The building has recently under­
gone extensive renovation. The 76-
unit building provides housing for
low income elderly and people with
disabilities. Joining in the celebra­
tion will be the retail business locat­
ed on the Plaza’s first floor, includ­
ing Innovative Housing Inc., Fink-
Moberg Luggage, Speed Print and
Ma & Pa’s Market
Special guests include, former
H AP C o m m issio n C h a ir Fred
Rosenbaum for whom the building is
named; HAP Com m ission Chair
Howard Shaprio; Jan Robertson, vice
p re sid e n t o f N o rris, B eg g s &
Simpson; and Rosenbaum Plaza res­
idents. HAP Executive Director
Denny West will emcee the event.
The $50,000 renovation included
exterior painting and repair, new
signange, and awnings. The common
area was painted and its carpeting re­
placed. Furniture, a TVZVCR and a
pool table were added to the commu­
nity room. The project was coordinat­
ed by HAP Housing Operations Prop­
erty Specialist Annie Trullinger.
Rosenbaum Plaza, built in 1912,
was once known as the Palace Hotel.
In 1976, the Housing Authority of
Portland a c q jire d the five-story
Stores and Habitat for Humanity In­
ternational.
Construction ofthe home, located
at 6 2 10 NE 8th, began last week and
is scheduled to be completed in July.
The property was donated by Mult­
nomah County with the $250 transfer
costs raised by the 6th grade class of
Holy Family School. Volunteers from
the six Portland Target Stores will
work with Habitat for Humanity and
the partner family on activities such
as wall-raising.siding and painting.
Target Stores’ nationwide "Build­
ing A Wonderful life” program pro­
vides funding and people power to
build homes in Target store commu­
nities throughout thecountry. In 1996,
Targe, has pledged to build a new
home in metropolitan areas where it
will open new stores-w ith nearly 50
Habitat homes in 16 states in 1996,
including the home in Portland.
"Habitat for Humanity is based on
the concept o f people helping people
in need,” said Doreen Roozee, asso­
ciate director o f Portland Habitat for
