Notice To Contractors
Notice is hereby given that Clark Public Utilities is requesting
quotations from contractors to provide labor, materials and
equipment for site work and ringwall construction of a 100,000
gallon water reservoir. The work will be processed under the
Utilities Small Works Roster procedure for public works
projects under One Hundred Thousand Dollars ($100,000)
strictly in accordance with Quotation #1134, specifications
now on file in the Utilities’ Purchasing Office (address below).
If a contract is let, the successful contractor shall furnish a
performance bond in the amount of one hundred percent
(100%) of the contract amount.

This project is financed through the Community Development
Block Grant program with funds obtained from the US.
Department of Housing and Urban Development. The con­
tract will be subject to regulations of the Departments of Labor

Section 3 requirements, and the minimum wages as set forth
in the contract documents.

To Provide
Consulting Services For Consulting And
Advice Services For Information Technology
The City of Portland, Oregon, Bureau of W ater Works, is
requesting proposals from consulting firms with dem onstrat­
ed experience in information technology to provide consulting
and advice services to all of the Water Bureau’s work groups.
The end product shall be the development of an Information
Technology strategy to enable the Water Bureau to meet its
strategic and operating challenges. These include: a.) im ­
proving customer service satisfaction: b.) maintaining service
reliability; c.) maintaining water quality: d.) improving overall
utility performance; and e.) operating, maintaining and im ­
proving the water system. Interested firms shall submit a
proposal demonstrating their qualifications and experience in
performing such professional services. A Request for Pro­

Firms doing business with the City must have a current City
business license, carry adequate workers’ compensation
coverage and be EEO certified with the City.
The Request for Proposals provides significant detail relating
to the work objectives and requirements and the format for the
proposal. Proposals shall include background and qualifica­
tions of the firm and any subconsultants, project team quali­
fications and team member availability, a discussion of project
understanding and/or approach, a fee based on time and
materials and ESB/MBE/WBE usage plan.
Proposals will be reviewed by a Consultant Selection Com­
mittee in accordance with Chapter 5.68 of the C ity’s Adm in­
istrative Code for consulting services contracts. A Consultant
Selection Committee will rate the proposals and, if neces­
sary, interviews with the top ranked firms will be conducted.
Based on the combination of the proposal score and the
impressions conveyed during the interviews, the Selection
Committee will make a recommendation to the Water Bureau
Administrator as to which firm or team of firms appears to be
most suitably qualified to provide the requested professional
services. Upon approval by the Water Bureau Administrator,
the Consultant and the City will enter into negotiations for a
professional services contract for this work.

Sealed bids will be received by the undersigned at the City o
Camas, City Hall, 616 N. E. Fourth Avenue, up to 2:00 p.m
(P.D.S.T.) on the 15th day of May 1996, for furnishing the
necessary labor, materials, and guarantees thereof to con­
struct improvements to the excising wastewater treatmen
plant. The Project shall include the installation of a new 75-
foot diameter clarifier, recycle and waste sludge pumps,
associated piping and electrical power and control systems.
The plant site is located on 1129 S.E. Polk Street in the City
of Camas, Clark County, Washington.
Each Proposal shall be complete with prices submitted for
each item. Failure by a bidder to submit prices on any item
shall constitute an improper response and be cause for
rejection of the entire proposal. Contract award will be based
upon the total construction cost for the sum of all items
including tax.
All bidding and construction shall be in compliance with the
Plans, Specifications, and permits, on file with the City and the
Engineer for this Project.
At the time and date above stated, the bids will be publicly
opened and read aloud. Bids are to be submitted only on the
form provided in the Specifications and all bids must be
accompanied by a good faith token of value not less than five
(5) percent of the total amount bid.
The Project is financed in part by State funds and bidders
must meet all requirements of the appropriate State agen­
cies, as included in the Specifications. Attention of bidders is
particularly called to the requirements as to women and
minority business utilization and minimum wage rates to be
paid under this contract. The contract shall be awarded to the
lowest, responsive, responsible bidder. The successful bid­
der shall execute the contract within ten (10) calendar days
after the date of award.

Engineer (Tel. 206-284-0860). A pre-bid conference and
walk-through for the prospective bidders will be held at the
City of Camas Wastewater Treatment Plant at 10:00 a.m.
(P.D.S.T.) on May 7, 1996.
The City expressly reserves the right to reject any or all bids
and to waive minor informalities. The City intends to award
his contract or reject bids within forty-five (45) calendar days
after the date and time set for bid opening. No bidder may
withdraw or modify his bid during this forty-five day period.

Washington 98109. Copies of the Plans and Specifications

Half-size Plans and one specification book are available for
the non-refundable purchase price of $35.00. Payment must
