herein, no proposal or bid will be considered unless accom ­
panied by a bid surety for an amount not less than ten percent
(10%) of the aggregate amount of the proposal.

bidding processes.

Request For Proposal
The Port of Portland is seeking qualified consultant firm s to
assist in updating the Portland International Airport’s twenty
(20) year master plan. Respondents must be capable of
formulating work programs; prepare, assem ble and organize
information, establish planning activity levels for future devel­
opment, identify types, character, and size of facilities re­
quired to meet forecasted activity; identify alternative devel­
opment scenarios; prepare future physical plans; and pre­
pare final reports.
The Port encourages participation from Disadvantaged Busi­
ness Enterprise (DBE) firms in this project. To that end a goal
of thirteen (13) percent DBE utilization has been established.
Proposers must either meet that goal or demonstrate that
they were unable to meet that goal despite a good faith effort
on their part.
