Block Grant program with funds obtained from the U.S.
Department of Housing and Urban Development. The con­
tract will be subject to regulations of the Departments of Labor
and Housing and Urban Development.
Attention is called to Federal provisions for equal Employ­

Contract documents will be issued by J-2 Blueprint Supply,
2311 Main Street, Vancouver, WA 98660 (360) 696-1861, to
prime bidders/general contractors, upon deposit of $50 per
set. Subcontractors may obtain maximum of one set. Depos­
its will be refunded only upon return of complete sets in good
condition within ten (10) calendar days of bid opening. Addi­
tional sets of sheets may be purchased directly from the
printer.
No bid will be considered unless in compete accordance with
the Instructions to Bidders, and submitted upon the official
Proposal Form provided to prospective bidders (included in
the bid documents). Each bid must be accompanied by
security in the form of a bid bond, executed in favor of the
Owner for not less than five percent (5%) of the basic bid
amount, excluding applicable State of Washington taxes. Bid
security shall be forfeited as damages should the bidder
neglect or refuse to enter into a contract and provide a suitable
bond for performance/payment for labor and materials.
The Board of Directors of the district reserves the right to
reject any or all bids or portions thereof.

Request For Proposals
The City of Portland, Bureau of Purchases requests propos­
als from Landscape Architects, Civil Engineers, Structural
Engineers, Geotechnical Consultants, Surveyors, Hydrolo­
gists, and Architects for Steel Bridge to Oregon Museum of
Science and Industry, Eastbank Bike/Pedestrian Corridor,
Portland, OR, Preliminary Engineering and Construction
Engineering, Phase I.
A complete description of the project, specific requirements
and evaluation criteria for the proposal may be obtained from

An optional pre-proposal meeting will be held to receive

Proposals shall be reviewed by a consultant selection com ­
mittee in accordance with Chapter 5.68 of the City Code,

Consultants shall be required to conform to ODOT’s DBE
3olicy and Participation Goal of 14% and the City’s Equal
Employment Opportunity Programs. The City of Portland is

Development Offering
Development Of Housing On The Civic Stadium Station Site
The Portland Development Commission (PDC) is soliciting
proposals for the development of a high density housing
project on a 23,000 square foot site adjacent to future light
rail station platforms at SW 18th and Morrison in the Goose
Hollow neighborhood.
PDC invites proposals from development teams, setting
forth their experience and qualifications, financial capabili­
ties and a preliminary business plan addressing the devel­
opment program and other issues identified in the Request
for Proposal (RFP) package.
The proposals shall be submitted in accordance with the
proposal format outlined in the Request for Proposal. The
scope of work and additional conditions are described in
greater detail in the RFP packet which is available from
