The City of Madras will receive bids for Americans with
Disabilities Act upgrades for Madras City Hall until 2:00 P.M.
o Ca*time on March 7- 1996 at the Madras City Hall,
n u D Street, Madras, OR 97741, at which time the bids
will be publicly opened and read aloud.
The project includes 2 phases. Phase 1 includes a full service
construction contract including all phases of construction for
architectural barrier removal to meet Americans with Disabil­
ities Act compliance and a new office area within the existing
structure. Total square footage for phase 1 is approximately
3,785 square feet. Phase 2 includes a full service construc­
tion contract including phases to remodel existing office
spaces. Total square footage for Phase 2 includes approxi­
mately 1,200 square feet.
VARIOUS SUPPLIES
Bids are solicited to furnish various supplies for this agency’s
Cooperative Purchasing program. Bids will be received on
the dates noted below by Michael Mlynarczyk, Purchasing

Specifications may be obtained at the above office. Each bid
must contain a statement as to whether or not the bidder is
a resident bidder as defined in ORS 279.029. The District
may reject any bid not in compliance with all prescribed
public bidding procedures and requirements, and may reject
for good cause any or all bids upon a finding of the agency
it is in the public interest to do so. No bid will be considered
that is received after the appointed date and time.

Copies of the Documents will be available beginning Febru­
ary 12, 1996 and may be obtained by depositing $50.00 per
set to the Architect. Upon return receipt of the undamaged,
complete set of Documents, including Addenda if applicable,
the deposit will be refunded. No partial sets will be issued’
Limit of two (2) sets per contractor. Contractors may pur­
chase additional sets from the architect for $50.00 per set.
A certified check or bank draft, payable to the City of Madras,
U.S. Government Bonds, or a satisfactory Bid Bond executed
by the bidder and acceptable sureties in an amount equal to
five percenth)0‘ 0*0*%) of the bid shall be submitted with
each bid.
The successful bidder will be required to furnish and pay for
satisfactory performance and payment bond or bonds, or
separate payment and performance bonds, each for 50
percent (50%) or more of the contract price, or 20 percent
(20%) cash escrow, or a 25 percent (25%) letter of irrevoca­
ble credit.
Attention is called to the provisions for equal employment
opportunity, and payment of not less than the minimum
salaries and wages as set forth in the Project Manual must be
paid on this project. (ie-Davis-Bacon wages)
As permitted by State Law and required by Federal Commu­
nity Development Block Grants:
a. Retainage is 10 percent (10%) and not 5 percent
(5%).
b.
Interest will not accrue on retainage.
c. Bonds or Securities may not be substituted as an
alternate form of retainage.
The City of Madras reserves the right to reject any or all bids
or to waive any informalities in the bidding. No bid shall be
withdrawn for a period of Thirty (30) days subsequent to the
opening of bids without the consent of the City of Madras.
Advertisement For Bid
Sealed bids for the Memorial Union Building Phase II Reno­
vation project will be received by the Oregon State Board of
Higher Education until 3:00 PM, local time, March 19, 1996.
Bids will be opened and publicly read aloud on March 20,
1996 at 3:00 PM local time. All bidders must be registered
with the Construction Contractor’s Board.

the same day, by Multnomah County Purchasing, 2505 S.E.

address for a $5.00 non-refundable fee. CHECKS AND

Prequalifications Of Bidders may be required pursuant to the
Multnomah County Public Contract Review Board Adminis­
trative Rules (AR 40.030). See Specifications for project
classes of work. Prequalification application, or proof of
prequalification by the Oregon Department of Transporta­
tion, must be received by, or postmarked to, Multnomah
County Purchasing no later than 10 days prior to the bid due
date.
All bidders must comply with the requirements of the prevail­

Contractors and subcontractors must be licensed for asbes­
tos abatement work if the project involves working with

No proposal will be considered unless accompanied by a
surety bond, certified check, or a cashiers check payable to
Multnomah County for the amount equal to ten percent (10%)
of the aggregate proposal. The successful bidder shall fur­
nish a bond satisfactory to the board in the full amount of the
contract.

Briefly, the project includes construction of a new 36,175 sq.
ft., 3 story, student residential housing building: R-1 occupan­
cy; Type V-1 hour construction.
Bids will be received on a lump-sum basis for the Work as
shown in the Drawings and as described in the Specifica­
tions.
One set of the Contract Documents may be obtained from
Willamette Print & Blueprint Co., Inc., 510 NW 15th, Portland,
Oregon 503-223-5011, by prime bidders only, upon deposit
of $100.
Deposits will be refunded for documents returned to W il­
lamette Print & Blueprint Co., Inc. in “good condition” within
two weeks after opening of bids.
