Multnomah County’s Department of Juvenile Justice Services
I (DJJS) is currently seeking qualified candidates to provide the
following services:
11. Residential drug and alcohol services for youth 15-17
years of age, that are culturally centered and appropriate
for youth from different racial and ethnic backgrounds,
currently involved with DJJS Juvenile Probation Services
and Family Service Centers;
Outpatient drug and alcohol services for youth 15-17 years
of age, that are culturally centered and appropriate for
youth from different racial and ethic backgrounds, current­
ly involved with DJJS Juvenile Probation Services anc
Family Service Centers;
Use of “No Decline” policy in the acceptance of youth
referred for drug and alcohol services who are at risk o
continued involvement with the Juvenile Justice System
Youth will be referred from DJJS Probation Units anc
Family Service Centers;
The Minimum Qualifications for any contractor to provide
the above listed services include all points cited below;
1. Minimum two year history of effective and verifiable expe
rience working within a Juvenile Justice System environ
ment providing drug and alcohol services to a culturally
diverse population of delinquent youth with varied degrees
of criminal involvement;
12. Acceptance of the DJJS “No Decline” policy;
13. Qualified staff with documented experience working with
culturally diverse youth, bi-lingual/monolingual youth anc
families and youth involved in street drug sales;
4. Ability to verify outcomes relating to recidivism, education
al involvement, i.e. re-enrollment in traditional or transi
tional educational and employment programs or quality o
life improvements (i.e. family reunification, et.al.);
15. Verifiable experience in collaborating with other communi
ty based service providers in the delivery of drug and
alcohol services.
16. Evidence of agency liability insurance in the amount $50,000
per claimant and $500,000 total and ability to acquire
W orker’s Compensation Insurance.
17. Accreditation as a Licensed Drug and Alcohol Treatmen
Provider.
I Approximately $20,000 is available in each service area: 1)
Inpatient Residential, and 2) Outpatient Treatment Services
| for the period through June 30, 1996.
Instructions For Submitting A Notice Of Intent
I Those interested in applying must submit an original and one
(1) copy of their Letter of Intent describing how the agency
meets each of the seven (7) cited minimum qualifications and
how they would provide the services listed. This should be
contained in no more than a four (4) page response.
Only agencies which respond to this Notice of Intent and
meet the minimum qualifications will be permitted to
submit proposals for contracts.
Those agencies who meet the minimum qualifications will be
screened by a review committee to determine which program
description best fits the needs of DJJS and its clients. These
agencies will then be invited to participate in oral discussions
with the review committee.
Multnomah County reserves the right to reject any or all
proposals if not in compliance with the Request for Proposals
(RFP) procedures and requirements.

Bids will be opened and publicly read aloud on December 20
1995 at 10:30 a m. at Oregon State University, 100 Adams
Hall, Oregon.
The project consists of partial demolition of an existing
building and construction of a new two-story Industrial Build
ing at Oregon State University, Corvallis Oregon and includes
but is not limited to:
1. Demolition of selected portions of the existing building
and site including slab removal.
2. Construction of a new 18,000 SF two-story building
addition including structural steel and exterior Insulated
finish system.
3. Site and utility work, including new parking and landscape
area.

New electrical service, HVAC, plumbing and sprinkler
systems.
All subcontractors are encouraged to visit the site prior to

Management and Organization Study
DEADLINE: December 18, 1995
The Oregon Board of Medical Examiners is seeking propos
als from individuals or firms qualified to perform as review of
the Board’s management policies and practices staffing,
workload measures, and staff organization.
The Board of Medical Examiners was directed by the 1995
Legislature to contract with an outside management consult­
ant to review the management policies and practices of the
Board, including an examination and recommendations relat­
ing to staffing requirements, workload measures, and staff
organization.
The consultant(s) selected will have experience and knowl­
edge relating to: management and organizational studies;
health care facilities operational requirements imposed on
public agencies; and policy development in public agencies.
In addition, the nonsultant(s) selected will demonstrate: com ­
munications skills; organizational capability to manage and
complete the project within the required timeframe; and an
objective point of view.
The contract to be awarded is expected to begin in January
1996 and end in July 1996. The total amount of the contract
is estimated to be $25,000.
