Plans and Specifications are filed with Multnomah County
Purchasing and copies may be obtained from the above
address for a $5.00 non-refundable fee. Checks And Money
Orders Only Plans and Specifications Will Not Be Mailed
within the Metropolitan, Tri-County area.
Prequalifications Of Bidders Shall be required pursuant to
the Multnomah County Public Contract Review Board Admin­
istrative Rules (AR 40.030). See above for project classes of
work. Prequalification application, or proof of prequalification
by the Oregon Department of Transportation, must be re­
ceived by, or postmarked to, Multnomah County Purchasing
no later than 10 days prior to the bid due date. Preaualification
due October 16, 1995.
All bidders must comply with the requirements of the prevail­
ing wage law in ORS 279.350. Details of compliance are

Contractors and subcontractors must be licensed for asbes-
os abatement work if the project involves working with

Mo proposal will be considered unless accompanied by a
surety bond, certified check, or a cashiers check payable to
Multnomah County for the amount equal to ten percent (10%)
of the aggregate proposal. The successful bidder shall furnish
bond satisfactory to the board in the full amount of the
contract.
Multnomah County reserves the right to reject any or all bids
not in compliance with all prescribed bidding procedures.

Sealed bids for Oregon Health Laboratory Remodel, Science
Building 2, Portland State University, Portland, Oregon will be
received by the Oregon State Board of Higher Education
Room 202 of the University Services Building at 617 S.W
Montgomery, Portland State University, Portland, Oregon
until 3:00 pm PDT, November 2,1995; then publicly opened
and read aloud by the undersigned or his designated repre
sentative.
The project consists of work, including mechanical and elec­
trical work for the remodel of the Mail Room, Clerical Room
Micology Laboratory, Virology Laboratory, and Instrumen
Repair Room in Science Building 2.
Bids will be received for the work as shown on the Drawings
and described in the Specifications. One set of contrac
documents may be obtained from Ford Graphics, 401 NW
14th Avenue, Portland, Oregon 97209, 503-227-3424, by
prime bidders only, upon deposit of $25.00. Additional sets
may be obtained for the cost of reproduction.
Contract Documents may be examined at the Portland State
University Facilities Department; Daily Journal of Commerce
Plan Center, Portland; Construction Data Plan Center West,
Portland; Impact Business Development Center, Portland;
Salem Contractor’s Exchange, Salem, The Source, Vancou­
ver, Wash.; and the Oregon Association of Minority Entrepre­

No bid will be considered unless fully completed in the
manner provided in the Bid Form provided and accompanied
by Bid Security.
An examination of the Oregon Health Laboratories site and
conditions will be made at 10.00 am on Wednesday, October
19,1995 at 1717 SW 10th Ave., Portland, OR 97201. Bidders
will meet with the O wner’s Representative at the Facilities
Department prior to the examination. A tour of the project site
will be conducted following the conference. Prime bidders are
required to attend this pre-bid conference. Bidders are not
allowed in the areas except in the company of Qwner’s

The State of Oregon, Department of Human Resources,
Oregon Youth Authority, (OYA) issues this Request for Qual­
ifications (RFQ) to secure a listing of qualified professionals
to provide individual, group, and family therapy services,
evaluations and/or medication services for delinquent ado­
lescents. These adolescents may be on parole or probation,
may be in the process of release from secure residential
settings, including youth correctional facilities, or may be at
risk of being placed in a restrictive residential setting. Offerors
who meet the minimum qualifications will be offered a con­
tract with the Division, however the Division will make no
guarantee of referrals to the contractors.

Persons considering submitting a proposal are requested
and encouraged to attend. A complete and detailed explana­
tion of the program will be given, and attendees will have the
opportunity to ask questions of the Division program staff
which will further clarify Division expectations in regard to this
program.
Although the Division does not make attendance at this
conference mandatory, this program asks for services to be
delivered in a different way than in the past. The philosophy
and service concept is somewhat complicated, and we en­
courage offerors to attend this conference to have any ques­
tions answered and to fully understand the program concept.
