I Notice is hereby given that a public hearing, if so requested
I by any interested person, will be held by the Tri-County
| Metropolitan Transportation District of Oregon (Tri-Met) at
I 3:30 pm, Wednesday, October 25.1995, at the Metro Council
I Chambers, 600 NE Grand, Portland, Oregon, for the purpose
I of considering a project for which federal assistance under
I the Intermodal Surface Transportation Efficiency Act of 1991
I as amended (ISTEA), and Sections 5307 and 5309 of Title 49,
I U.S.C. is being sought. Persons requesting that this hearing
I be convened should contact Tri-Met's Grants Administrator,
I by telephone at 503/238-5849, or in writing at 4012 SE 17th
I Ave., Portland, OR, 97202 by Thursday, October 12, 1995.
I The project under consideration is Westside-Hillsboro Light
I Rail. Tri-Met received federal approval in September 1992 to
I design and construct the Westside rail project from downtown
I Portland to SW 185th Avenue in Washington County. In
I December 1994 the Federal Transit Administration approved
I an amendment to extend the rail line from SW 185th into
I downtown Hillsboro by Fall, 1998. In addition to continuation
I of the rail project, the application will include a proposal to I
I develop housing on surplus land in the area of the Civic
I Stadium. The scope, schedule and budget for construction of
I a parking structure at the Sunset Transit Center will also be
I described.
I Fiscal year 1996 funds requested in this grant application for
I continuation of the rail project include $8,000,000 in federal
I assistance under Section 5307 of Title 49, U.S.C., $22,000,000
I in state funding available through the ISTEA Surface Trans-
I portation Program, and up to $130,100,000 in federal assis-
I tance under Section 5309 of Title 49, U.S.C. (Exact amount
I to be determined by Congress.) These federal funds would be
I matched with up to $58,364,416 in local and state dollars.
I Minor adjustments to the project's financing plan may be
I included in the grant application.

Project expenditures will support civil construction including
tunnel excavation; final design; procurement of vehicles,
track, electrification, signals, communication and fare collec-
tion equipment, and other system requirements; right of way
acquisition; and project administration.

bidder must be licensed under ORS 468.883. No bids for a
construction contract shall be rendered or considered by the
Commission unless the bidder is registered with the Con­
struction Contractors Board or licensed by the State Land­
scape Contractors Board. Performance and Payment Bond
and Bid Bond will not be required for the project.
Each bid must contain a statement as to whether the bidder is
a resident bidder as defined in ORS 279.029. The Comm is­
sion may reject any bid not in compliance with all prescribed
public bidding procedures and requirements, and may reject
for good cause any or all bids upon a finding of the Commis­
sion that it is in the public interest to do so.
The Portland Development Commission is committed to
acting affirmatively to encourage and facilitate the participa­
tion of Emerging Small Businesses (ESB), Minority Business
Enterprises (MBE), and Women Business Enterprises (WBE)
