Maintenance Cleaning/Painting

Sealed bids are requested for labor and materials to renovate
rental units for the Housing Authority of Portland (HAP). Bid
will be received at the HAP maintenance office, located at
8910 N. Woolsey Avenue, Portland Oregon, 97203 until 2
p.m. October 26,1995. Shortly thereafter, bids will be opened
and publicly read. Interested parties are welcome to attend.
Briefly, the work consists of cleaning and/or painting interiors
of 600 to 700 housing units annually. The contract will be
open-end and bids will reflect unit prices for the work. A one
year contract extension may be considered for exceptional
performance, at the discretion HAP.
Interested bidders may obtain one set of bid documents at the
HAP Maintenance Office, upon receipt of a $20.00 deposit
which is refundable when documents are returned un-marked
and in good condition within 10 days after bid opening.
Additional sets may be obtained for $10.00 each which is not
refundable.
A HAP representative will conduct a per-bid tour of selected
units commencing at 9 a.m. on October 12, 1995, and
attendance of bidders is mandatory. Bidders will meet at the
HAP maintenance Office for orientation prior to the tour.
Questions posed at the time, when not addressed in the
specifications, will be answered by addendum and mailed or
faxed to all bidders.
A minimum bid security of $2,500 is required with the contrac­
tors submitted bid.

For Public Hearing
Notice is hereby given that a public hearing, if so requested
by any interested person, will be held by the Tri-County
Metropolitan Transportation District of Oregon (Tri-Met) at
3:30 pm, Wednesday, October 25,1995, at the Metro Council
Chambers, 600 NE Grand, Portland, Oregon, for the purpose
of considering a project for which federal assistance under
the Intermodal Surface Transportation Efficiency Act of 1991
as amended (ISTEA), and Sections 5307 and 5309 of Title 49,
U.S.C. is being sought. Persons requesting that this hearing
be convened should contact Tri-Met’s Grants Administrator,
by telephone at 503/238-5849, or in writing at 4012 SE 17th
Ave., Portland, OR, 97202 by Thursday, October 12,1995.
The project under consideration is W estside-Hillsboro Light
Rail. Tri-Met received federal approval in September 1992 to
design and construct the W estside rail project from downtown
Portland to SW 185th Avenue in Washington County. In
December 1994 the Federal Transit Administration approved
an amendment to extend the rail line from SW 185th into
downtown Hillsboro by Fall, 1998. In addition to continuation
of the rail project, the application will include a proposal to
develop housing on surplus land in the area of the Civic
Stadium. The scope, schedule and budget for construction of
a parking structure at the Sunset Transit Center will also be
described.
Fiscal year 1996 funds requested in this grant application for
continuation of the rail project include $8,000,000 in federal
assistance under Section 5307 of Title 49, U.S.C., $22,000,000
in state funding available through the ISTEA Surface Trans­
portation Program, and up to $130,100,000 in federal assis­
tance under Section 5309 of Title 49, U.S.C. (Exact amount
to be determined by Congress.) These federal funds would be
matched with up to $58,364,416 in local and state dollars.
Minor adjustments to the project’s financing plan may be
included in the grant application.
Project expenditures will support civil construction including
tunnel excavation; final design; procurement of vehicles,
track, electrification, signals, communication and fare collec­
tion equipment, and other system requirements; right of way
acquisition; and project administration.
A discussion of displacement of persons, families and busi­
nesses associated with the W estside-Hillsboro Project is
included in Final Environmental Impact Statements on file at
Tri-Met offices. The project is in conformance with compre­
hensive land use and transportation planning in the area and
is programmed in regional and state Transportation Improve­
ment Programs.
In the event a hearing is held, Tri-Met will afford opportunity
for interested persons or agencies to be heard with respect to
the social, economic, and environmental aspects of the
project.
A person requesting a sign language interpreter shall give Tri-
Met at least 48 hours notice of the request by contacting Tri-
