The project under consideration is W estside-Hillsboro Light Rail. Tri-Met received federal approval in September 1992 to design and construct the W estside rail project from downtown Portland to SW 185th Avenue in Washington County. In December 1994 the Federal Transit Administration approved an amendment to extend the rail line from SW 185th into downtown Hillsboro by Fall, 1998. In addition to continuation of the rail project, the application will include a proposal to develop housing on surplus land in the area of the Civic Stadium. The scope, schedule and budget for construction of a parking structure at the Sunset Transit Center will also be described. Fiscal year 1996 funds requested in this grant application for continuation of the rail project include $8,000,000 in federal assistance under Section 5307 of Title 49, U.S.C., $22,000,000 in state funding available through the ISTEA Surface Trans­ portation Program, and up to $130,100,000 in federal assis­ tance under Section 5309 of Title 49, U.S.C. (Exact amount to be determined by Congress.) These federal funds would be matched with up to $58,364,416 in local and state dollars. Minor adjustments to the project’s financing plan may be included in the grant application. Project expenditures will support civil construction including tunnel excavation; final design; procurement of vehicles, track, electrification, signals, communication and fare collec­ tion equipment, and other system requirements; right of way acquisition; and project administration. A discussion of displacement of persons, families and busi­ nesses associated with the W estside-Hillsboro Project is included in Final Environmental Impact Statements on file at Tri-Met offices. The project is in conformance with compre­ hensive land use and transportation planning in the area and is programmed in regional and state Transportation Improve­ ment Programs. In the event a hearing is held, Tri-Met will afford opportunity for interested persons or agencies to be heard with respect to the social, economic, and environmental aspects of the project.
