The Notice of Intent must be sealed In its entirety, and the
packaging clearly marked with the Applicant’s name
address, and NOI number. Responses will be received unti

Multnomah County Aging Services Department (ASD) is seek
ing proposals from one or more qualified agencies to provide
nutrition with outreach services to elders age 60 and older
ethnic minority heritage who live in Multnomah County. Selec
ed contractors will continue the meal programs as listed below
Initial contracts will be for six months beginning January 1
1996 through June 30, 1996. Contracts may be renewed
annually for up to five years. Initial funding is estimated to be
$62,500 for the three programs.
Japanese Meal Program (5 days/week, 61 meals/day
limited transportation to & from meal site)
Korean Meal Program (3 days/week, 33 meals/day, limited
transportation to & from meal site)
Kosher Meal Program (5 days/week, 25 meals/day, limited
transportation to & from meal site)
Each programs) is to incorporate key elements in the Ethnic
Services Policy and the Ethnic Nutrition Policy of the Mult
nomah County Aging Services Department.
Minimum Qualifications
Minimum qualifications for any potential agency applying to
provide the above listed services include all areas listed below
1) applicant must be a current business or organization with
legal authority to contract and ability to manage a contracted
service program.

• serving ethnic minority elders who are low income and/
or frail

incorporating new ethnic minority elders

implementing a multi-cultural approach
• serving as a gateway for ethnic minority elders to the
broad array of service available within the Aging Ser­
vices System in Multnomah County
3) applicant must have bi-lingual and/or cultural staff or volun­
teers available to provide outreach activities.
Sealed bids are requested for labor and materials to renovate
rental units for the Housing Authority of Portland (HAP). Bid
will be received at the HAP maintenance office, located at
8910 N. Woolsey Avenue, Portland Oregon, 97203 until 2
p.m. October 26,1995. Shortly thereafter, bids will be opened
and publicly read. Interested parties are welcome to attend.
Briefly, the work consists of cleaning and/or painting interiors
of 600 to 700 housing units annually. The contract will be
open-end and bids will reflect unit prices for the work. A one
year contract extension may be considered for exceptional
performance, at the discretion HAP.
Interested bidders may obtain one set of bid documents at the
HAP Maintenance Office, upon receipt of a $20.00 deposit
which is refundable when documents are returned un-marked
and in good condition within 10 days after bid opening.
Additional sets may be obtained for $10.00 each which is not
refundable.
A HAP representative will conduct a per-bid tour of selected
units commencing at 9 a.m. on October 12, 1995, and
attendance of bidders is mandatory. Bidders will meet at the
HAP maintenance Office for orientation prior to the tour.
Questions posed at the time, when not addressed in the
specifications, will be answered by addendum and mailed or
faxed to all bidders.
A minimum bid security of $2,500 is required with the contrac­
tors submitted bid.
No bidder may withdraw their bid following the hour set for
opening of bids until a lapse of sixty (60) calendar days from
the bid opening has expired.
The successful bidder will provide satisfactory Performance
and Payment Bonds to satify 100% of a $50,000 contract
consideration. The Contract will be considered a Service
Contract and as such will net be subject to withholding of
retainage sums.
The Housing Authority of Portland may reject any bid not in
compliance with the prescribed bidding procedures and re­
quirements and may reject any or all bids and waive all
informalities if, in the judgm ent of HAP, it is in the public
interest to do so. Questions regarding this project should be

Only agencies which respond to this Notice of Intent and
meet the minimum qualifications will be permitted to
submit proposals for contracts.
Those interested in applying must submit a letter of interest
indicating the programs(s) the agency is interested in applying
or; agency experiance and expertise which provide the basis
or qualification as a special ethnic minority program; and the
ethnic minority groups(s) to be targeted. An agency may
respond to one or more of the identified programs. All interest­
ed applicants must subm it an original and one (1) complete
copy of their letter of intent describing how the agency meets
each of the four (4) cited minimum qualifications.
Multnomah County reserve the right to reject any or all re­
sponses to the Notice of Intent if not in compliance with the
Requast for Proposals (RFP) proceedures and requirements.

DBE Goals
It is the policy of the Tri-County Metropolitan Transportation
District of Oregon (Tri-Met) that Disadvantaged Business
Enterprises (DBEs) as defined in 49 CFR part 23 shall have
the maximum opportunity to participate in the performance of
contracts and subcontracts financed in whole or in part with
federal funds from the U.S. Department of Transportation.
In this regard, Tri-Met has established overall goals for
Federal Fiscal year 1995-96 of 14% DBE participation in
federally assisted contracts.
A description of the methodology used in establishing the
overall DBE goal is available for inspection from September
11,1995 to October 11,1995 at the Tri-Met office: 4012 S. E.
17th Avenue, Portland, Oregon, Human Resources, Third
Floor, Monday through Friday (except legal holidays) from
8:00 a.m. to 5:00 p.m.

Waterfront Park Extension - Master Plan
Proposals due 5:00 p.m. (PST), October 13,1995
The Portland Development Commission (the “Commission”)
seeks the services of a consultant to coordinate stakeholder
input and prepare a Waterfront Park Extension Master Plan
from its present termination point, north of the old Steamplant
site, to the northern edge of the Marquam Bridge. At the
Commission’s discretion, the consultant may be authorized
to prepare construction documents for first phase implemen­
tation of the Plan.
The Commission seeks to complete the preliminary Master
Plan design by February 1,1996 and complete all public input
and changes and have in place a Master Plan for develop­
ment of the Waterfront Park Extension by March 15,1996.
The Master Plan must include the following general consid­

The Commission owns the property on which the Waterfront
Park Extension will be constructed and will dedicate improve­
ments and land to the City of Portland on its completion. The
purpose of this effort will be to determine the immediate and
long-term uses, function and design of the Waterfront Park
Extension.
