It is the policy of the Oregon Department of Transportation that
Disadvantaged Business Enterprises (DBEs) as defined in
Title 49 Code of Federal Regulations part 23 and as it may be
amended shall have the maximum opportunity to participate
in the performance of contracts.
To carry out this policy, the Department has established an
overall statewide goal for DBE participation for fiscal year
October 1, 1995 through September 30, 1996, as follow:

The City of Portland Bureau of Environmental Services re­
quests qualifications from firms interested in providing engi­
neering services for the Insley Basin & Taggart A Basin Relief
and Reconstruction PreDesign.
A complete description of the project, specific requirements
and evaluation criteria for the SOQ may be obtained from
Kathy Bambeck, Bureau of Environmental Services, Room

7209. SOQ’s shall be received at that office until 4:00 p.m.,
August 18, 1995.
Consultant selection shall be in accordance with Chapter 5.68
of the City Code. The most qualified firms will be supplied with
a Request for Proposals.
