The caucus nor­ mally attracts between 300 and 400 black transit union members, bu, could bring 700 to 1,000 members to Portland when they meet next May, according to Roy Jay o f the Oregon Convention and V is ­ itors Services Network. Economic Fears Fuel Terrorism The O regon Senate has passed tougher new welfare laws to get parents to complete their high school education and acquire sk ills needed to enter the work force. The legislation also pro­ vides incentives from the public sector to create job opportunities. “This is tough love," said Sen.
