The Vancouver Housing Authority (VHA) is requesting pro­
posals from professional firms, licensed in the state of
Washington, to practice civil engineering and surveying to
provide the services needed to develop plans and specifica­
tions for various site and dwelling improvements as needed
for a one year period under the HUD Comprehensive Grant
Program (CGP). The successful proposer will work as a
consultant with the VHA’s architect.
Supplementing this Advertisement is Request for Proposals
(RFP), a copy of HUD 51915 Standard Form of Agreement
Between Owner and Architect, and HUD-52099 Technical
Salary Determinations.
A copy of the Civil Engineering RFP will be forwarded, at no
charge, to all firms with a full spectrum of Civil Engineering
services and capabilities upon receipt of a Letter of Interest
on the firm ’s letterhead or a telephone inquiry (360-694-2501
ext. 163).

Description of Work:
Construction of approxim ately 1200 lineal feet of street
consisting of: excavation, subgrade preparation, aggre­
gate base, asphalt paving curbing, sidewalk, storm water
inlets, storm sewer, sanitary sewer, underground electri­
cal system, underground telephone system, underground
water supply system, and street lighting system.
The Port of Portland is com mitted to providing equal oppor­
tunities to State of Oregon certified Disadvantaged Business
Enterprises (DBEs) in contracting activities. The DBE partici­
pation target for this project is 15 percent. For this reason, the
Port is requesting bidders’ good faith efforts as defined in
ORS 200-045 (3) in achieving increased DBE participation.
If they are successful in securing DBE participation, the Port
is requiring bidders to com plete and submit, with their bids,
a Statement of Intent form included in the bid documents.
